WTI Holds Gains Despite Large Crude Build; Biden Admin Drains SPR For 15th Straight Week

Oil prices extended gains overnight with Brent at its highest since April and WTI testing $76, breaking out of its two month range.
Prices have climbed since OPEC+ heavyweights Saudi Arabia and Russia pledged even more output reductions in an effort to
rebalance the market. Strong Russian supply - despite sanctions due to the war in Ukraine - has been a headwind for the market.
Those flows are now showing signs of dropping, with average shipments falling below February averages.
Additionally, the global market is expected to tighten in the second half and stockpiles are forecast to draw through 2024, according to a report by the Energy Information Administration, which is due to release its weekly inventory figures later Wednesday.
Finally, this morning's cooler-than-expected CPI offers hope for a less tight Fed and less drag on demand for the energy complex.
All that being said, last night's unexpected crude (and product) build, reported by API, is not what the bulls want to see continuing.

Activists in San Francisco have come with a new, yet simple, way to stop driverless cars after deadly incidents and headaches caused by autonomous vehicles.
The protest group Safe Streets Rebel, which advocates for pedestrian safety, has posted multiple videos to their social media platforms showing them disabling the robo-taxis by placing a traffic cone on the hood.
The move comes after robotic vehicles were blamed for a string of incidents, including the killing of a dog in June and plowing into the side of a bus in March.
The campaign is timed to coincide with the California public utilities commission's vote to expand driverless car services. The two primary robo-taxi companies are Cruise, owned by General Motors, and Waymo, owned by Google.
On Instagram, Safe Streets Rebel called the campaign The Week of Cone. 'It's a great time. We're not damaging anyone's property, it's very fixable, but it is a funny and effective tactic that has really resonated,' a member of the group told The Guardian.

As the rest of the media turns on the Big Guy over corruption scandals, coverups, and ghosting his 4-year-old granddaughter, several staffers have revealed to Axios that behind closed doors, Joe Biden is a prick who has "such a quick-trigger temper that some aides try to avoid meeting alone with him," adding "Some take a colleague, almost as a shield against a solo blast."
The president's admonitions include: "God dammit, how the f**k don't you know this?!," "Don't f**king bullsh*t me!" and "Get the f**k out of here!" — according to current and former Biden aides who have witnessed and been on the receiving end of such outbursts. -Axios
According to one administration official, "no one is safe."
Biden aides still talk about how the president lost his shit at "COVID Czar" Jeff Zients in late 2021 when there was a shortate of testing kits as the Omicron varient spread. A spokesperson Zients, now Biden's chief of staff, told Axios: "I'm not going to speak to what internal convos may or may not have happened between Jeff and the president."

Biden's defenders acknowledge he can be tough. But they also say he can be more generous and compassionate than many powerful politicians and can make them feel like family. That's partly why so many aides have worked with Biden for decades, and go in and out of his orbit, they say.

The Biden White House cocaine story keeps changing.
A baggy of cocaine was discovered in the West Wing over the weekend after Hunter Biden visited the White House.
At first, it was reported that the cocaine was found in the Library.
(I believe the original location is correct. The Hazmat guys would know.)
Then on Tuesday night, it was reported the cocaine was stashed in a “cubby” in a storage facility in the West Wing.
Secret Service agents are investigating surveillance footage, visitor logs, and fingerprints to find out who brought the cocaine to the White House.
The Regime-friendly media is starting to lower expectations.
MSNBC is now saying we may never know who actually brought the cocaine to the White House because the area “wasn’t necessarily covered by cameras all that well.”
The Secret Service is expected to conclude the cocaine investigation early next week regardless of whether a suspect is identified.

Shortly after the Supreme Court declared affirmative action college admission policies unconstitutional, President Joe Biden said his administration would direct the Department of Education to scrutinize how "practices like legacy admissions … expand privilege instead of opportunity."
The department could start by examining how politically connected families like the Bidens get their children into Ivy League schools.
In 2018, Hunter Biden tapped his father and a number of Biden family connections to help get his daughter into the University of Pennsylvania. Text messages and emails from Hunter Biden's laptop, reviewed by the Washington Free Beacon, show how Joe and Hunter Biden worked behind the scenes to get a subpar family member into one of the most selective schools in the country.
Maisy Biden's college admissions process could raise a number of uncomfortable questions for the president. The saga highlights exactly the kind of "legacy admissions" Biden has slammed. The story also highlights the Biden family's occasionally shady dealings with the University of Pennsylvania just as congressional Republicans are probing alleged ethical misconduct by both Joe and Hunter Biden.
Maisy Biden was never much of a student. But she had her sights set on the University of Pennsylvania, whose 5.9 percent acceptance rate made it one of the most exclusive schools in the country.
"I applied early decision to Penn today!!" Maisy Biden texted Hunter Biden on October 31.
Just two days later, Maisy asked her father for an update on her application. In the coming months, Hunter and Joe Biden would mount a full-court press on university administrators to get Maisy's application over the finish line. The Bidens took their case directly to the top: University of Pennsylvania president Amy Gutmann.
On December 13, 2018, the elder Biden texted Hunter that he was "going to try to see [University of Pennsylvania] Pres GUTMANN tomorrow." Two days later, Joe Biden told Hunter Biden that he "had a great talk with Guttman [sic]."
"Maisy still in the game for regular acceptance. But must do well in class this period. It's real," Joe Biden wrote on December 15. "We should talk about tutors etc starting tomorrow."
The next day, Hunter Biden told his daughter the good news—she had not been rejected. Hunter Biden said his father received some advice from Gutmann: Maisy needed to get her grades up in her senior year. Hunter also suggested that Maisy could see her chances improve if she expressed interest in playing lacrosse at Penn. Although it's unclear whether the lacrosse tip was from Joe Biden's conversations with the president of the University of Pennsylvania, Hunter was peeved that the counsel came so late.
"I also think it would help if you had lax coach talk to their lax coach," Hunter wrote. "Bottom line is that Guttman [sic] made clear that in order for her to explain the 11th grade you had to show improvement in 12th," Hunter wrote. "Which is something I think we would have all liked to know form [sic] the start, but in fairness we were much later in the app process than usual and made it look like we weren't 100% about Penn."
In March 2019, Joe Biden told Hunter that he asked the university's dean of admissions about Maisy's application.
In the same conversation with Hunter, Joe Biden also said Gutmann would call him directly to let him know whether Maisy was accepted.
"If I hear before 1pm on [March 29, 2019] I'll call immediately so you can call Maisy," Joe Biden wrote. "Let me know if there's anything I can do on anything."
The influence campaign worked. Maisy Biden matriculated at the University of Pennsylvania in the fall of 2019. President Joe Biden was present in the stands four years later, when Maisy graduated with a bachelor of arts degree.
Biden's infatuation with the Ivy League goes back decades. "There's a river of power that flows through this country," Biden said in 1988, according to a book by journalist Richard Ben Cramer. "Some people, a few, get to swim in the river all the time. … And that river flows from the Ivy League."
The Biden family had cultivated a close relationship with Gutmann by the time Joe Biden leaned on him to tip the scales for Maisy. Gutmann in 2013 awarded Joe Biden an honorary doctor of laws degree from the university and has called the president "one of our nation's foremost statesmen."
Joe and Hunter Biden held a flurry of meetings with Gutmann in 2016, emails from Hunter Biden's abandoned laptop show. In January 2016, the three met at Joe Biden's Delaware beach house, according to the emails.
In April 2016, Joe and Hunter Biden met with Gutmann at the United States Naval Observatory in Washington, D.C. Hunter Biden directed his business partner Eric Schwerin to cancel a preexisting appointment with the prime minister of the Ivory Coast so that he could attend the meeting.
"You are supposed to meet with the Ivory Coast PM at 8:30am at the Sofitel downtown. Cancel?" Schwerin wrote to Hunter Biden two days before the April 15 meeting.
"Yes I guess so—can he reschedule—the Guttman [sic] mtg is a must attend for me per Dad," Hunter Biden responded. "I need to be at NAVOBS at 9AM sharp."
It's unclear what the meetings were about, but they took place one year before the University of Pennsylvania launched the Penn Biden Center.
The Penn Biden Center proved to be a lucrative endeavor for both the university and Joe Biden. The University of Pennsylvania raked in over $1 billion in foreign funding after launching the think tank, the Free Beacon reported. And the university paid Joe Biden more than $900,000 from 2017 through April 2019, even though he taught no regular classes and attended around a dozen ticketed events at the campus, the Philadelphia Inquirer reported.
Hunter Biden was so confident in his connection to Gutmann that he thought he could reinvent himself as a professor at her prestigious school.
"I went to ask dad for the money to go to rehab. … And to tell him I want to get sober and teach at Penn," Hunter Biden told his sister-in-law and then-lover, Hallie Biden, in a December 26, 2018, text.
Three days later, Hunter Biden referenced Gutmann by name in a text to his uncle that reiterated his desire to teach at the University of Pennsylvania.
"That night I tell dad I want to probably stay in the area and specifically I wanted to live by you and teach my course at Penn and maybe develop another one," he texted Jim Biden on December 29, 2018.
Hunter Biden never taught his class at the University of Pennsylvania. But the Bidens weren't done with Gutmann yet.
In July 2021, President Joe Biden nominated Amy Gutmann to serve as his ambassador to Germany. The Senate confirmed Gutmann's nomination with a 54-42 vote in January 2022.

BioXcel Therapeutics' shares slumped Thursday after warning that prospects for regulatory approval for its investigational acute treatment for agitation in Alzheimer's patients could be hampered by a fraud investigation at a big study site.
In morning trading, the biopharmaceutical company's shares were 59% lower at $7.31 , having earlier in the day hit a fresh 52-week low of $7.09 . The stock is now down 66% so far this year..
BioXcel reported positive topline results from a late-stage trial that could support the use of BXCL501, an orally dissolving film formulation of dexmedetomidine, as a potential treatment for acute episodes of agitation in patients with mild to moderate Alzheimer's disease.
However, in a regulatory filing with the Securities and Exchange Commission , the company said it had confirmation that the principal investigator at a site that enrolled about 40% of the subjects in a Phase 3 clinical trial allegedly fabricated email correspondence. That came after BioXcel said it launched an investigation after learning in May the principal investigator in the so-called Tranquility II trial may have made up email correspondence purporting to demonstrate that the it timely submitted to the company's pharmacovigilance safety vendor a report of a serious adverse event from a different subject than one cited in a FDA form and purporting to show that the vendor had confirmed receipt.
The Food and Drug Administration inspected the clinical trial site in December, after which it issued a form identifying three observations related to the principal investigator's failure to adhere to an approved informed consent form for a limited number of subjects whose records the FDA reviewed, maintain adequate case histories for certain patients, and adhere to the investigational plan in certain instances.
BioXcel in its filing said it was made aware that fabricated email correspondence was provided to the FDA by the principal investigator's employer during the on-site inspection in December, and after unblinding the data it determined that the serious adverse event that was the subject of the correspondence between the principal investigator and pharmacovigilance vendor occurred in a subject in the placebo arm. It said the investigator hasn't participated in any other clinical trial sponsored or conducted by the company.
Meanwhile, BioXcel said topline results from the trial of BXCL501 were positive and the study met its primary efficacy endpoint. The 60 mcg dose also met the first key secondary endpoint of reducing agitation symptoms at one hour during the first episode of agitation, but didn't meet the other key secondary endpoint of change from baseline in PEC score at 30 minutes, the company said.

Michelle Obama was back in the news today for giving another one of her “gospel of bitterness” speeches in North Carolina.
Powerline reported:
While she preaches the gospel according to Barack, she wears resentment and bitterness on her sleeve. It is therefore painful to listen to her. She’s apparently even still angry about her SAT scores. She didn’t test well in school, she explains. Somehow, she has overcome.
But, just how did Michelle overcome?
How did she reach over that bar that they’re always raising?
Here’s how…
Craig Robinson, who preceded his sister at Princeton to become its fourth highest-scoring basketball player. Robinson was a two-time Ivy League Player of the Year at Princeton University, graduating in 1983 with an AB in Sociology.
During Michelle Obama’s junior year in high school, Michelle visited Craig at Princeton University, which had recruited him to play basketball (at 6 feet 7, he became the school’s fourth-leading scorer in its history). She set her sights on following Craig, also an excellent student. But, Michelle did not have high enough test scores.
Michelle’s mother talked about Michelle’s difficulty in taking tests. Something that she still regrets to this day.
Newsweek reported:
For Michelle, Craig’s easy success was intimidating. “She was disappointed in herself,” her mother tells NEWSWEEK. “She used to have a little bit of trouble with tests, so she did whatever she had to, to make up for that. I’m sure it was psychological because she was hardworking and she had a brother who could pass a test just by carrying a book under his arm. When you are around someone like that, even if you are OK, you want to be as good or better.”
…Some of her teachers told her she didn’t have the grades or test scores to make it to the Ivies. But she applied to Princeton and was accepted.
So, how did she do it? How did she get accepted to Princeton even though she did not have high enough test scores?
A campaign official answered that question for Michelle:
A campaign spokeswoman says she had an edge getting into Princeton not because of affirmative action, but because her older brother was there as a scholar athlete.
Thank God for big brother Craig.
It’s just too bad Michelle Obama does not see how the bar was lowered, not raised, in her case. She is focused on her poor test scores and not the blessing that she was accepted into school.
This seems to be par for the course for Michelle.

BioXcel Shares Drop Premarket Following Results for Phase 3 Trial of BXCL501

BioXcel Therapeutics' shares were down sharply ahead of the bell after a late-stage trial of the biopharmaceutical company's investigation treatment for Alzheimer's disease-related agitation met its main target but missed one of the key secondary goals.
In premarket trading, the shares were 36% lower after ending Wednesday at $17.67, down 18% so far this year.
BioXcel said the topline results from its Phase 3 trial of BXCL501, an orally dissolving film formulation of dexmedetomidine, were positive and the study met its primary efficacy endpoint. The 60 mcg dose also met the first key secondary endpoint of reducing agitation symptoms at one hour during the first episode of agitation, but didn't meet the other key secondary endpoint of change from baseline in PEC score at 30 minutes, the company said.
Efficacy for the dose was supported by a number of secondary measures, and most patients responded to the first 60 mcg dose and were determined to be "very much" or "much improved" compared to 50% with placebo, BioXcel. It added the primary endpoint wasn't met for the 40 mcg dose.
Chief Executive Vimal Mehta said the results represent a milestone, and data from the Tranquility II trial show that BXCL501 has the potential to treat acute episodes of agitation in patients with mild to moderate Alzheimer's disease, if approved.
BioXcel said it plans to develop a path to potential supplemental new drug application submission for the acute treatment of agitation associated with Alzheimer's disease in the second half of the year, subject to further discussions with the Food and Drug Administration.
BXCL501 has been granted a breakthrough therapy designation for the acute treatment of dementia-related agitation based on Tranquility I data.

Peter Schweizer on Sunday dropped a bombshell during an appearance on Fox News with host Maria Bartiromo.
Schweizer, author of “Secret Empires,” said Joe Biden was using a secret cell phone and it was paid for by Hunter Biden’s firm.
“What is the line of communications between Hunter Biden and his business partners and Joe Biden when he’s Vice President of the United States?” Schweizer said. “It’s not the government phone. It’s not Joe Biden’s personal phone. We know from the laptop that Hunter Biden’s business paid for a private phone line that Joe Biden used while he was Vice President.
Schweizer continued, “It was from AT&T. It was $300 a month. It was a global phone where you could access somebody anywhere around the world.”
Peter Schweizer said he shared the “phone number and account information with the people over at the House Oversight Committee.”
John Solomon on Wednesday said he called Joe Biden’s secret global phone…and guess who picked up?
“One of those documents got leaked to me and it had a cell phone number that Hunter Biden was paying for, so I figured this was my chance. I’ve been trying to get fair comment from Hunter Biden, so I’m gonna call the cell phone!” John Solomon said on Real America’s voice.
He continued, “So I called the cell phone, and guess who picked up the phone? Joe Biden!”
“Joe Biden! Boy was he shocked when he got – when he picked up the phone and found out it was me,” John Solomon said. “He hung up pretty quickly!”
Biden’s secret global cell phone was used to run a very lucrative international influence-peddling operation that included his entire family.
