This makes sense. If insider buying stays steady by the end of the month, the merger closes and they willl own a huge chunk of ORRV.

If theyre ramping up extraction in the Permian, they would want to refine in the Permian.
More refineries are going to be needed in the Permian. Ignore current oil fluctuations, focus on the long term price and remember extraction costs in the Permian are among the lowest in the country.

Logistically speaking, it makes sense to put a new refinery in the Permian. Oil companies are in extraction mode there, not discovery.
Plus Mexico oil needs call for more importing, so why not skip the shipping lanes and Keystone XL issues and just truck it south.
This refinery will be built. Whether or not MMEX will be the name on the side? TBD...

That is plausible. Big 3 in oil (Shell, Chevron, Exxon) are starting to move in hard to the Permian. Would make sense to get a refinery online and partnering would big a huge help.

First line in the merger agreement makes no reference to Wyoming:

OORV is/was a subsidiary of ORRV
Id keep the yield until anything that says Oceanic Reacher & Recovery is gone and the only name left is McCusker
If Holding has all the assets, merged with OORV, then ORRV became Holdings, and ORRV was inside of ORRV the whole time...
Holding is now inside of Holdings now, so all the assets are in $ORRV.

So...is the shell inside of the former ORRV (OORV) that McCusker Holding (no S) would merge into still called OORV or is there a new name for OORV?
