Northern California ethanol price hits lowest in nearly six months

The Platts Northern California ethanol assessment Tuesday hit its lowest level in nearly six months amid surging supplies and tumbling demand.
Northern California ethanol was assessed 16 cents lower at $2.10/gal for prompt delivery as it was heard traded multiple times at that level and offered at $2.12/gal following the trade, sources said.
The assessment has tumbled $1.97/gal, or 48.4%, since hitting an eight-year high six weeks ago on March 25, when it was at $4.07/gal.
"Sellers don't have a choice but to follow those bids lower," one ethanol broker said. "There's just a ton of material needing to move right now."
US ethanol stocks for the week ended April 25 moved up 694,000 barrels to a nine-month high of 17.212 million barrels, but West Coast stocks actually shrank 63,000 barrels to 1.899 million barrels, the most recent weekly data from the Energy Information Administration showed.
West Coast stocks were at a six-week high in the previous report.
One trader said the news that Pacific Ethanol will restart its 40 million gal/year plant in Madera, California, has also sent a bearish tone throughout the market.
Sacramento-based Pacific Ethanol reported first-quarter production at 39.8 million gal, a 4.5 million-gal increase year on year.

Petroleum group says EPA may flip-flop on ethanol mandate

A top petroleum group is worried the Environmental Protection Agency will flip on the proposed levels it released late last year for the amount of ethanol and other biofuels refiners must blend into the nation's fuel supply.
The EPA proposed its draft 2014 blending volumes under the federal Renewable Fuel Standard in November to cheers from oil companies, which called it a move in the right direction.
But the agency could go back on that proposal, said President of the American Fuel and Petrochemical Manufacturers (AFPM) Charles Drevna, which wouldn't bode well for the oil industry.
"Recently Gina McCarthy has been remarking that the volumetric requirements for the finalized [Renewable Fuel Standard] may be different than the proposed rule," Drevna said to reporters on Tuesday.
He added that the administrator has made such comments to agricultural organizations, such as corn ethanol groups, which would benefit from an increase in blending volumes. McCarthy and other EPA officials have visited states like North Dakota and Iowa since the new proposal came out to take comments before finalizing the rule.
Drevna said the EPA is thinking about increasing the volumes because the Energy Department's stat shop estimates there will be an increase in gasoline demand in the next year.
The AFPM, along with the oil industry, wants the proposal to stay as is. Opponents of the rule want to see the renewable fuel mandate repealed all together, but that's not likely to happen during an election year, let alone with a divided Congress.
"Administrator McCarthy keeps talking about the administration's goal and her commitment to incentivize innovation," Drevna said. "What the hell does that mean? Does that mean continually picking winners and losers? Does that mean listening to the advanced biofuels producers people to just be patient with us?"
The EPA's current proposal requires 15.21 billion gallons be blended in 2014, down from 16.55 billion gallons in 2013. The proposal cut the amount of blending volumes for refiners for the first time since 2007, when the standards were expanded.
If the EPA decides to return to 2013 levels or set a higher marker, it will anger petroleum and oil companies but once again be on the good side of biofuel producers.
Ethanol and other biofuel producers argued that the 2014 proposal put the nation's renewable energy policy in the hands of oil companies, killing innovation and evolution in motor vehicles.
Drevna said the AFPM recognizes the agency is under a good deal of political pressure, but is troubled by recent comments.
"One of the things that's the most disconcerting is I heard an EPA official say that the comments they were getting in favor of adjusting the proposal upward so outweighed the comments to keep the proposal at the lower levels," Drevna said, adding that the quantity of comments shouldn't be a factor.

Pacific Ethanol this year will continue to increasing its focus on diversifying feedstock, among its other initiatives, CEO Neil Koehler said Thursday.
"Growing initiatives on advanced biofuels, corn oil, expansion of market, which can include distribution assets, opportunities as this industry continues to rationalize and consolidate on the M&A front are areas where we will stay open to provide the best values for our shareholders," Koehler said in a first-quarter conference call.
Pacific Ethanol plans this year to install corn oil extraction facilities at its recently reopened Madera, California, plant and to its Columbia, Oregon, facility and this could bring 5 cents/gal of potential operating income, Koehler said. The Madera facility restarted on April 30 and it should take several weeks for the 40 million/gal plant to be working at full or capacity, he added.
The Sacramento, California-based company believes it can increase the use of waste beverage as a feedstock for ethanol production, which is classified as an advanced biofuel under the EPA RFS and generates D5 RINs.
"It is not a huge volume, but is something we think we can grow," Koehler said. The company receives one truck daily of wine that is not fit for sale, he said.
Pacific Ethanol also benefited from the US Department of Agriculture's Feedstock Flexibility Program and the fact that most of the sugar is held in warehouses in Idaho, only eight miles from its Magic Valley facility in the state.
The company estimates raw beet sugar use represented 15% of the feedstock input in the Magic Valley and Columbia plants and provided $1.4 million in savings in material costs in the first quarter.
REGULATORY ENVIRONMENT
Despite a recent drop in carbon intensity premiums to 2 cents/gal from an estimated 4 cents due to uncertainty in the Low Carbon Fuel Standard and a recent California court decision on the LCFS, Pacific Ethanol remains confident in the future low carbon market in state.
A California's appeals court in July 2013 upheld the LCFS program, requiring the California Air Resources Board to correct certain aspects of the program's implementation.
"California still remains very committed to this program they have been very explicit in their messaging, which is they will get this program back on track and at the 10% reduction by 2020, they will stick with it," Koehler said. "And in fact now they have been talking about a 15-20% reduction in the 10 years subsequent to that."
Concerning the Renewable Fuel Standard mandate volumes for 2014, Koehler expects an upwards adjustments given the cost competitive nature of ethanol as a transportation fuel and is very optimistic on the long term basis.
"Over the next year or two anticipate there will be a migration in some markets to 15% ethanol and will again start to see some fairly significant growth in the domestic market."
Pacific Ethanol first-quarter net sales were $254.5 million, a 13% growth compared to $225.5 million from the same period in 2013. Gross profit was a record $38.5 million, compared to $0.8 million a year ago.
EBITDA improved to a record $35.4 million for the first quarter of 2014, compared to adjusted EBITDA of $0.4 million for the first quarter of 2013.
The company's increase in net sales was attributable to an increase in production gallons sold and an increase in the company's average sales price per gallon of ethanol.
The improvement in gross profit was driven by significantly improved production margins and an increase in production gallons sold.

WASHINGTON, May 2, 2014 – The U.S. Department of Agriculture’s (USDA) Foreign Agricultural Service today announced that Michael T. Scuse, under secretary for Farm and Foreign Agricultural Services, will lead a mission to promote U.S. agricultural exports in northeast China May 5-13.
“We’ve seen the strongest five-year period for U.S. food and agricultural exports in our history,” said Scuse. “This demand has a huge impact on the U.S. economy and our rural communities. USDA’s trade mission to China during World Trade Month will open new doors and help our farmers and ranchers capitalize on the tremendous export potential for American agricultural products.
The mission is part of President Obama’s Made in Rural America export and investment initiative, designed to help rural businesses and leaders take advantage of new investment opportunities and access new customers and markets abroad. Leaders from state departments of agriculture in Colorado, Iowa, Kansas, Minnesota, North Dakota, Oklahoma, Pennsylvania and Washington will participate in the mission, along with representatives from 28 U.S. agribusinesses.
China is already the largest international market for U.S. food and agricultural products, with exports reaching a record $23.5 billion last fiscal year. During the mission, the USDA delegation will travel to the northeastern provinces of Dalian, Shenyang and Changchun to learn about market conditions and business opportunities there.
With its rapidly growing middle class and a population roughly equal to that of Mexico, northeast China is an increasingly attractive market for U.S. agricultural exports. Buoyed by economic growth and urban development, the region’s agricultural imports have been soaring and outpacing the rest of the country in recent years. U.S. agricultural exports to the region have grown 18 percent annually since 2009 and demand for soybeans, red meat, dairy and sugar have all seen double-digit growth over the past five years. Participating companies represent a wide range of products, from fruits and vegetables, to livestock feed and seafood, to agricultural machinery and more. The delegation also includes representatives from the U.S. ethanol industry who will explore the role that renewable fuels might play in China’s long-term clean energy strategy.

The study takes a closer look at likely consumption, finding that ethanol consumption in 2014 could be at least 13.7 billion gallons, compared to the EPA’s assumption of 13.0 billion gallons. It points toward E85 as a major contributor, stating, “E85 accounts for most of the potential for expanded consumption.” And continues, “The increase could be even larger if E85 is priced at a sustained discount to gasoline (on an energy-equivalent basis), as the consumer response could be stronger than implied by historical data, since discounts have been transitory in the past.”
