Case study: Aldar Investment Properties’s four-times oversubscribed debut green Sukuk

Aldar Investment Properties (Aldar) issued a US$500 million 10-year Reg S green Sukuk facility on the 18th May 2023, receiving total orders of over US$2.3 billion. The half-billion facility represents Aldar’s debut issuance under its US$2 billion corporate Sukuk program.
Oversubscribed by four times, Faisal Falaknaz, the acting chief financial and sustainability officer at Aldar, opines that the issuer’s pricing and pre-hedging strategy contributed to the strong demand.
“Over the course of the issuance process, we deployed a clear and focused price tightening strategy, which yielded positive results with healthy levels of demand at numerous price levels,” Faisal told ISFI.
According to Faisal, the deal was priced via intraday execution on the 17th May with initial price thoughts released at 10 am UAE time in the 10-year treasury (T) +185bps area. By 1pm, the orderbook crossed US$1.9 billion and an orderbook update was released.
By 2 pm, the books crossed US$2.3 billion and price guidance in the T +160bps region was released. The books went publicat 4 pm with the final spreads set at T +150bps, at a reoffer yield of 5.04%.
According to Faisal, Aldar was reasonably certain in 2021 and 2022 that an issuance would take place in the near future and focused on securing fixed rate forward starting swaps. It capitalized on lower interest rates at the time, which enabled it to lock-in favorable rates in anticipation of issuing a debt instrument.
“Over the last nine months in particular, the value of those swaps increased considerably, on the back of the Fed [US Federal Reserve] tightening and the overall increase in the level of interest rates. The issuance was priced with a 4.87% coupon rate and achieved an all-in cost of 5.04%. The swaps resulted in the issuance’s effective funding rate standing at 3.85%,” Faisal detailed.
Tapping the international market, the issuance saw participation from the MENA region at 54%, Europe at 37% with the remaining investors hailing from Asia. By investor type, fund managers represented the lion’s share of the facility.
More notably, however, is the proportion of investors from dedicated ESG funds which represented over 23% of the final allocation, according to Faisal.
The proceeds from the facility, which complies with International Capital Market Association and Loan Market Association principles, will be allocated to finance, refinance or invest in eligible green projects under Aldar’s Green Finance Framework.
The framework governs investment in sustainable projects including green buildings, property upgrades to enhance energy efficiency, sustainable water management, pollution control measures and renewable energy sources.

Albania, Germany and France signed today the financial cooperation agreement that will contribute to the second phase of supporting the Albanian electricity sector.
The Deputy Minister, at the same time the Minister of Infrastructure and Energy, Belinda Balluku said in her speech that "today we are about to sign a financial agreement that will contribute to the second phase of supporting the Albanian electricity sector, which in the last year has been faced with the economic crisis, which also came from the energy crisis, taking into account the Russian aggression in Ukraine in 2022 and taking into account that Albania produces 100% renewable energy, but on the other hand, it is dependent on hydropower plants".
"Last year, we had to import significant amounts to avoid power outages for all our subscribers, so we were exposed to the crazy prices of the worldwide electricity market," said Balluku.
Minister Balluku said that "today's meeting is a good moment and to reflect and make a real balance of the reform of the Albanian electricity sector, that with the support of Germany and France through their financial institutions here in our country KFW and AFD, but even with the support of all the efforts of the ambassadors of Germany and France, it has undergone a radical transformation in recent years".
"This reform has opened the way for the implementation of new policies and projects, which I would call innovative in the field of renewable energy, energy efficiency and remodeling of the domestic domestic market. The reform in the electricity sector has been one of the most challenging. The help of foreign partners has been valuable and not without purpose for the realization of this reform, the instrument of borrowing was chosen based on policies", said Balluku.
According to her, one of the main objectives of the reform was the separation of the Electricity Distribution Operator.
Balluku further said that "the Albanian energy exchange will be a guarantor of energy development and of course the free, transparent and fair trading of electricity in Albania".
"Today ALPEX counts 9 operators registered as members of the stock exchange, while 16 operators are in the evaluation phase and 4 banking institutions have expressed interest in becoming members", said Balluku.
The liberalization of the electricity market, continued Balluku, has been another main request of the partners based on the European directives, but also the agreement on the reform of the sector.
Minister Balluku emphasized that "starting from January 1, 2021, all consumers connected to 35 kV, but also a part of those connected to 20 kV, have come out and are supplied in the free market. Also, consumers connected to the medium voltage have been notified of their exit to the free market in January 2022".
Balluku also announced that "16 foreign companies participated in the first auction of wind power production, 6 of which qualified for the second stage of the financial offer. Tomorrow we will have the opening of 6 envelopes where we will have the winner of the first wind auction in Albania".
"We have had interest from local and foreign investors to develop private photovoltaic projects with funds financed by various banks and to sell energy on the free market. For the year 2022, the amount of applications in total reaches 1.7 gigawatts," said Balluku.
Minister Balluku said that "I believe that the second phase of this reform will be an optimization of what we have started to turn the Albanian electricity sector into a sector that meets the criteria and operating conditions of the EU".

Investments in renewable energy are increasing, according to the IEA

Annual investment in renewable energy is set to increase by almost a quarter from 2021, compared with a 15 percent increase in investment in fossil fuels, the International Energy Agency (IEA) said.
About 90 percent of clean energy consumption is in advanced economies and China, underscoring the global gap between rich and poor countries.
"Clean energy is breaking through fast - faster than many people realize," said Fatih Birol, executive director of the IEA. “For every dollar invested in fossil fuels, about $1.7 now goes to clean energy. Five years ago, this ratio was one to one."
Almost $2.8 trillion will be invested this year in energy worldwide, of which more than $1.7 trillion should go to renewable energy sources, nuclear power, electric vehicles and improvements in energy efficiency, writes Reuters.
The remaining billion dollars will go to oil, gas and coal.
By 2023, solar spending could reach more than $1 billion a day, or about $380 billion a year.
OPEC said the IEA's calls to halt investment in oil are undermining global energy security and growth.
International climate scientists and campaigners have warned that the fossil fuel industry is exacerbating the catastrophic effects of climate change.

A few days ago, the World Tourism Organization published the figures of the number of tourists in Albania, which showed an increase of 54% compared to the period before the pandemic, thus occupying the first place in Europe for the largest increase.

Green energy replaces Russian gas in 2028 – EU project calls for an investment of 811 billion euros

The European Union could replace Russian gas with green technologies by 2028 with a total capital expenditure of 811 billion euros, according to a report by the Oxford Group.
The report, titled "The race to replace: The economics of using renewables to rid Europe of Russian gas", calculates the cost of completely replacing Russian gas for heating and electricity with clean energy.
Russian gas accounted for around half of the EU's gas supplies in 2021, with its share falling to 12.9% by the end of 2022, following the EU's response to Russia's war in Ukraine in an attempt to ended dependence on Russian gas by 2028.
The total spending of 811 billion euros to replace Russian gas with green technologies includes planned spending of 299 billion euros on clean energy as part of the European Green Deal and an additional investment of 512 billion euros in renewable energy and heat pumps. .
Up to 90% of the additional investment required "could be recouped over the next thirty years by eliminating the need to buy gas", the report said, although it found policy changes are needed to enable the transition.
The report found that public and private funding is essential to achieve an improvement in the large-scale deployment of renewables and heat pumps, auctions for wind and solar projects, while also addressing permitting challenges. It also revealed the need for rooftop solar panels and increased support for insulation and heat pump installation.
The EU is estimated to have paid about 5 billion euros for Russian gas in the first four months of 2023, according to the Center for Energy and Clean Air Research.
By eliminating dependence on fossil fuel imports with volatile prices and supply, the EU can alleviate energy security concerns, address the cost of living crisis through energy costs and advance its goals to achieve net emissions zero and to tackle the climate crisis.

I know too many reasons that explain the big delay in his project.
