I don't know if the PTO is subject to a deadline in this instance but 60 days from receipt of the response from NEOM is 10/29 if I'm not mistaken.
This development just might give us a glimpse of how they got the PPS to where it is. Remember the 20mm share block on day of CC and the big dump today? My guess is those blocks were converted shares being used to cover short positions and shorting is being used to hit target stock prices. Again just guessing and FWIW

My point is that this company has the revenue and resources to retire the debt to both YA and the officers but don't seem to be motivated to do that. In this case the foxes own the hen house and stand to profit more by diluting this stock than they can earn with their excessive salaries. If they were in fact interested in shareholder value, that is exactly what they would do, and put an end to the relentless dilution.
All IMO of course.
P.S. Check the last S4 and then tell me if you would expect to see something similar in Jan of 09.
