Judge: Employee Web surfing not unreasonable

NEW YORK (AP) -- Surfing the Web at work is equivalent to reading a newspaper or talking on the phone, an administrative law judge said in recommending the lightest possible punishment for a city worker accused of disregarding warnings to stay off the Internet.
The case involved Toquir Choudhri, a 14-year veteran of the Department of Education, whose office computer had been used to visit news and travel Web sites.
"It should be observed that the Internet has become the modern equivalent of a telephone or a daily newspaper, providing a combination of communication and information that most employees use as frequently in their personal lives as for their work," Administrative Law Judge John Spooner said in recommending only a reprimand for Choudhri.
The judge noted that city agencies allow workers to make personal calls if it doesn't interfere with their work performance.
Choudhri's lawyer, Martin Druyan, called the ruling "very reasonable

Japan, US agree on funding for troop relocation By Elaine Lies
TOKYO (Reuters) - Japan and the United States have reached an agreement on the touchy issue of funding the relocation of U.S. Marines to Guam, Japanese Chief Cabinet Secretary Shinzo Abe said on Monday.
The deal paves the way for wrapping up a plan to reorganize the approximately 50,000 U.S. military personnel in Japan, part of Washington's global strategy to make its forces more flexible to meet modern threats.
The two governments had sought to reach a deal on how to pay for the move by March 31, but they missed that deadline.
Japanese Defense Minister Fukushiro Nukaga and U.S. Secretary of Defense Donald Rumsfeld clinched the deal after several hours of talks in Washington on Sunday.
Japan will fund $6.09 billion, 59 percent of the total cost of moving 8,000 Marines from the southern island of Okinawa to Guam, Abe told a news conference.
"One big goal of this realignment was to reduce the burden on the people of Okinawa, and our thought is to carry this out as quickly as possible," Abe told a news conference. "Our burden was unavoidable in order to speed up the process."
The United States had originally wanted Japan to pay 75 percent of the estimated $10.5 billion cost, but Tokyo wanted to keep its share to less than half, with many voters and lawmakers in opposition given the country's already huge public debt.
Rumsfeld said in a statement that the two nations "have come to an understanding that we both feel is in the best interests of our two countries."
LOCAL SENTIMENT
Okinawa is host to about half the U.S. military personnel in Japan, and many residents resent bearing what they say is an unfair burden for the key U.S.-Japan security alliance.
A prerequisite for moving the Marines from Okinawa was a controversial plan to relocate the Marines' Futenma air base from a crowded part of Okinawa to an area further north.
The United States signed off on the plan earlier this month after a local mayor agreed to a slightly revised plan to address complaints about noise and safety, ending a decade of often fraught negotiations.
Japan's portion of the funding will be used to help build housing and schools for the troops and their families, as well as infrastructure for their power and water supplies, Abe said.
He added that the details of the financing still had to be worked out, but that the government has no plan at the moment to draw up an extra budget or use the nation's foreign reserves.
Japan will provide $2.8 billion in grants, $1.5 billion in investment and another $1.79 billion in loans, with the investment and loans to be paid back, Kyodo news agency reported.
Affected Japanese communities in Okinawa and elsewhere oppose parts of the realignment plan due to worries about noise, crime and environmental damage that they associate with the U.S. bases.
In one sign of such opposition, a candidate against plans to expand a U.S. Marine base in the western city of Iwakuni beat a candidate backed by the ruling Liberal Democratic Party in a mayoral election on Sunday.

'Dallas' movie to also include Jennifer Lopez as Sue Ellen
LONDON, England (AP) -- British director Gurinder Chadha announced Friday that she would direct John Travolta and Jennifer Lopez in a big-screen version of the 1980s TV show "Dallas."
The "Bend it Like Beckham" director said she had signed a deal with 20th Century Fox to direct the film, which will star Travolta as villainous oil magnate J.R. Ewing and Lopez as his wife, Sue Ellen.
In a statement, Chadha said her appointment meant that the sort of South Asian-themed British films that made her name had "huge credibility and respect in Hollywood."
Chadha, who gave Jane Austen a Bollywood twist in last year's "Bride and Prejudice," is also involved with adapting another TV hit, '60s sitcom "I Dream of Jeannie." She said that film "is still in the pipeline, but there is still some way to go on the script."
Filming on "Dallas" is due to start in October, with the movie slated for a late 2007 release.
Diamond firm finds egg-sized gem By Eric Onstad
JOHANNESBURG (Reuters) - A small diamond company uncovered a huge 235-carat gem -- the size of a hen's egg -- in South Africa only a few weeks after launching its operations, the firm said on Friday.
Nare Diamonds Ltd. said it uncovered the rough gem on Wednesday after resuming mining in March at the Schmidtsdrift mine, 50 miles northwest of the country's historic diamond center of Kimberley.
The mine was shut down three years ago by another firm that went bankrupt, a spokesman said. During the mine's previous operations, the average size of stones was 1.14 carats.
"The large-sized gemstone is octahedron in shape and of very good quality according to a third party assessor," the statement to the London stock exchange said.
It is hard to set a value for the diamond because typical valuation measures fall away when diamonds reach a certain size, the spokesman said.
London-listed Lonrho Africa Ltd, which recently bought a 17 percent stake in unlisted Nare, issued the statement. Its shares shot up 7.5 percent to 28-3/4 pence by 1330 GMT (9:30 a.m. EDT).
The world's biggest diamond group, De Beers, found a 316.7 carat diamond at its South African Venetia mine in January, the largest-ever find at Venetia.
The largest-ever gem, the Cullinan, weighed in at 3,106 carats when De Beers discovered it in 1905, but other massive diamonds have ranged around 600-900 carats.
In 1986, De Beers discovered the 755.5-carat Golden Jubilee, which is now the world's largest polished diamond at just over 545 carats.
A spokesman for Nare said the discovery does not necessarily mean the mine holds other sizeable gems since it is from an alluvial deposit -- a former river bed where diamonds were swept from a smattering of other eroded deposits.
Nare, which has three other diamond projects, is planning to list on the London stock exchange around the middle of the year.

Teens accused of Columbine-style plot

Manage Alerts | What Is This? RIVERTON, Kansas (AP) -- Five teenage boys fully intended to go on a shooting spree at their high school but were stopped after one of them discussed the plot on a Web site, law enforcement and school officials said.
The boys, ranging in age from 16 to 18, were arrested Thursday, the anniversary of the Columbine massacre, just hours before they planned to shoot fellow students and school employees, authorities said.
"What the resounding theme is: They were actually going to do this," Cherokee County Sheriff Steve Norman said.
The teens planned to wear black trench coats and disable the school's camera system before starting the attack between noon and 1 p.m. Thursday, Norman said. Sheriff's deputies found guns, ammunition, knives and coded messages in the bedroom of one suspect and documents about firearms and references to Armageddon in two suspects' school lockers.
Apparently, they had been plotting since the beginning of the school year. Norman said school officials began investigating Tuesday after learning a threatening message had been posted on MySpace.com.
"The message, it was brief, but it stated that there was going to be a shooting at the Riverton school and that people should wear bulletproof vests and flak jackets," Norman said.
It also discussed the significance of April 20 as Adolf Hitler's birthday and the anniversary of the 1999 Columbine High School attack in Colorado, in which two students wearing trench coats killed 13 people before committing suicide.
School officials identified the student who posted the message and talked to several of his friends, he said.
But Riverton school district Superintendent David Walters said the significance of the threat did not become clear until Wednesday night, after a woman in North Carolina who had chatted with one of the suspects on MySpace.com notified authorities there would be about a dozen potential victims, at least one of them a staff member.
Riverton student Michaela Ferneau said Friday she had heard she was one of the targets.
Back in January, one of the teen suspects had talked about Columbine, but "we thought he was joking because he was always joking about stuff like that," Ferneau told ABC's "Good Morning America" on Friday.
"I guess I told on them, apparently, when I didn't know I did," she said. "It's kind of scary to know that people from a little town like this would even try anything like that."
Ferneau and other students described the teen as a class clown who was often in trouble with the teachers.
He was an "oddball," student Trenton Berry told ABC. "Everybody picked on him and everything."
Norman also mentioned bullying and said investigators had learned the suspects liked violent video games.
Four of the suspects were arrested at their homes Thursday; the fifth was taken into custody at the school.
The suspects, who were not immediately identified, were expected to appear in court Friday, when charges are likely to be announced, said Attorney General Phill Kline, whose office took over the prosecution at the request of the county attorney.
The four younger than 18 were being held Thursday at a juvenile detention center in Girard. The 18-year-old was in the Cherokee County Jail. No decision has been made on whether to charge the four juveniles as adults, Kline said.
Officials assured the community that the 270 or so students at Riverton High School were safe and school would continue as normal Friday.
MySpace.com -- a social networking hub with more 72 million members -- released a statement declining to discuss the case because of the investigation, adding that it has provided users with mechanisms to report inappropriate content.
Barbara Gibson, a 17-year-old junior at the high school, said her classmates didn't seem too bothered by the threat.
"A lot of people just talked about it," she said. "But there wasn't much reaction."
Riverton is a small community of about 600 people along what once was the famed Route 66 in southeast Kansas, near the Oklahoma and Missouri borders.

Global sex survey shows men get more satisfaction By Andrew Stern

CHICAGO (Reuters) - Around the world, middle-aged and elderly men tend to be more satisfied with their sex lives than women in the same age group, a survey released on Wednesday said.
Substantial majorities of people who are married or who have a partner remain sexually active throughout the second half of their lives, according to a survey of 27,500 people aged 40 to 80 in 29 countries.
"There was very little effect of age on sexual well-being," though other factors such as health problems or depression had a substantial impact, said lead researcher Edward Laumann of the University of Chicago in a telephone interview.
The survey published in the Archives of Sexual Behavior looked at how they viewed their sex lives, their health, and their happiness.
It found that a greater proportion of people in Europe, North America, and Australia, where men and women have more or less equal relations, enjoyed sex physically and emotionally, Laumann said.
A smaller percentage of people reported satisfying sex lives in male-dominated cultures in poorer countries, the research showed.
But the gender gap persisted around the world.
"There's a systematic disparity between men and women, where men are on the average substantially -- or about 10 points -- higher in their levels of satisfaction as women in that country," he said.
Most of those surveyed at random were married, though there was an obvious bias toward participants who were willing to talk about sex, and toward urban populations in less-developed nations.
"Pleasure is not part of the story" in sexually conservative cultures in the Far East -- China, Indonesia, Japan, Taiwan, and Thailand, Laumann said. "Procreation is the rationale for sex. Many women ... characterize sex as dirty, as a duty, something they endure" -- and often stop having it after age 50.
But roughly two-thirds of adults in Western nations reported their sex lives were very to extremely satisfying -- though some countries appeared happier than others.
Roughly four out of five middle-aged to older Austrians, for instance, rated their sex lives highly, while considerably fewer adults in France and Sweden shared that sentiment.
In the United States, about three-quarters of men and two-thirds of women reported they were very satisfied with the physical and emotional aspects of their sex lives.
In Japan, by contrast, just 18 percent of the men and 10 percent of the women answered positively about their sex lives. And in Taiwan, only 7 percent of the women said sex was very important in their lives.
Satisfying sex is not the same as a satisfying sexual relationship, Laumann said the survey showed.
"People who are dating have higher levels of sexual satisfaction than (married) couples ... but when they think the relationship is temporary, they're not going to feel as positive about sex," he said.

INmarketing's audited financials were recently filed demonstrating impressive year-on-year growth. The rapid growth continues with a record-breaking quarter and moves this important subsidiary closer to its projected $14,000,000 in revenue for 2006.

SAN ANTONIO, TEXAS--(MARKET WIRE)--Apr 18, 2006 -- Titan Oil and Gas, Inc. (TNOG:PK) reports that, in line with past announcements, the Company has been in vigorous discussions with potential joint venture partners. One has expressed keen interest, and has asked that Titan amass a lease block with the potential to produce a minimum of 1,000 barrels of oil per day. In keeping with this objective, Peter Maupin is working alongside a land man with over 30 years' experience to aggressively source suitable properties in addition to those currently held by the Company.
The Stanley Unit remains a core component of the current package, along with the leases in Bastrop County. The Company expects to add to the appx. 450 acres already under both lease and option, with the acquisition strategy focused along specific fault lines in the Austin Chalk that have yet to be developed to their full potential. The addition of large lease parcels will heighten the desirability of the overall package to larger participants.
A key component in the acquisition of many of the target leases will be a working relationship the Company has developed with a well services company to bring specialized processes into play in order to further enhance the production of existing wells. Having this key partner in the mix will make it possible for Titan to acquire leases it may otherwise be unable to obtain.
The Austin Chalk and Bastrop County areas have over the years produced many prolific wells delivering millions of barrels of oil. Many of these wells have been either heavy producers over a short period of time, or slower producers over a much longer period. Titan has engineering reports and production logs with historical data for the Austin Chalk and Bastrop areas, and will utilize these in assessing the most promising mix in its acquisition targets.

Future sex: gizmos, robots By Adam Tanner
SAN FRANCISCO (Reuters) - When America's top sex researchers gathered recently to discuss the next decade in their field, some envisioned a future in which artificial sex partners could cater to every fantasy.
"What is very likely to be present before 2016 would be a multi-sensual experience of virtual sex," said Julia Heiman, director of the Kinsey Institute for Research in Sex, Gender and Reproduction at Indiana University, Bloomington.
"There is a possibility of developing erotic materials for yourself that would allow you to create a partner of certain dimensions and qualities, the partner saying certain things in that interaction, certain things happening in that interaction."
A field dubbed "teledildonics" already allows people at two remote computers to manipulate electronic devices such as a vibrator at the other end for sexual purposes.
"People who use it are just blown away," said Steve Rhodes, president of Sinulate Entertainment, which has sold thousands of Internet-connected sex devices over the past three years. "This is not something that just the lunatic fringe does."
"The Iraq war...was kind of a boom for our company."
Gina Lynn, who writes the "Sex Drive" column for Wired magazine, says she has used and enjoyed the Sinulator and says there is no reason to fear the technology.
"People are still really afraid of...any sort of combination of sex and technology and of the Internet," she said. "What people are missing here is the point, which is the human connection that we are facilitating through the technology."
"No one who is even inventing this stuff wants or even thinks that technology could ever replace human connection or sex."
Annie Sprinkle, a former adult film actress, prostitute and author of "Spectacular Sex," said teledildonics are a logical outgrowth of improvements in pleasure devices.
"Now people use vibrators like mad and rightly so; the technology of sex toys has vastly improved," she said. "The more options the better; I mean it can never replace body to body."
"Some people will love it more than anything else and others won't be into it."
SEX WITH A PORN STAR
Entrepreneurs are also seeking to fuse explicit video imagery with real-life tactile sensation.
Brad Abram, president of XStream3D Multimedia, said his firm's "Virtually Jenna," an online game in which the player has sex with realistic cartoon of porn star Jenna Jameson, can link hardware devices following the action to genitalia.
"None of the big publishers will probably venture in there so we could be like the Hustler or the Playboy or whatever, the Penthouse of adult gaming," the Vancouver, Canada-based Abram said. "Sex toys is a huge business."
His service, without the hardware, costs $29.95 a month, and he said several hundred thousand people have tried the online sex game to date. He expects the hardware area of such simulations to grow rapidly.
Is it possible to go a step further and come up with a sex robot such as that portrayed by actor Jude Law in the 2001 film "AI: Artificial Intelligence" or the orgasmatron machine of the 1973 Woody Allen movie "Sleeper?"
Carl DiSalvo, a doctoral candidate at Carnegie Mellon University's School of Design, has helped design a robotic device that simulates the warmth and feeling of a hug. He said such work could be expanded into the realm of sex.
"That hardly seems to be difficult," he said. But "a realistic encounter is where the thing gets to be much more expensive."
Companies such as realdoll.com sell very lifelike human-size sex dolls without electronics for $6,500, not including $500 shipping. DiSalvo is skeptical about the demand for such high-end devices, as is San Francisco sexologist Carol Queen.
"I do find that a world full of people getting it on with you know, perfect gizmos instead of each other has some sort of a post-Orwellian kind of sense to it," she said. "I don't really think that most people are going to want this."
Others suspect the technology is also far off. "Right now they are having trouble making robots that just sweep floors," said Pepper Schwartz, a sociology professor at the University of Washington in Seattle and author of many books on sex.
"You know, we're talking about a big jump from something saying 'You are so sexy, I want you' to mimicking all the things that would create a cyborg. We're not at the cyborg level yet."
ALL IN THE MIND
Going even a level further, other researchers say in decades to come advanced devices will be able to stimulate the brain to create a sexual experience without manipulating genitalia.
Marvin Minsky, a pioneer in the study of artificial intelligence dating back to 1951, said such devices could either trigger an actual physical response from the brain, or have the entire experience take place in the mind with the sensation of sex -- but without the mess or risk of sexually transmitted disease.
"It's bound to happen ... and is not as far off as some people think," Minsky, a professor emeritus at MIT, said of direct brain manipulation. "They are doing things with monkeys but it is not a big world-class industry yet, so that could take 20-30 years."
"But if the game (industry) people got involved in some underdeveloped country that didn't have any laws against it, it could all happen twice as fast."
Some researchers warn that too much fantasy could prove adverse to everyday human interaction.
"There is a great deal of pushing people out of social relations into a kind of simulated relationship, which in fact decreases what is essential in human life, which is sociability -- one's capacity to relate to other people," said John Gagnon, a veteran researcher and author on many books on sexuality.
