For a start, in England we have 'registered post' which means the delivery has to be signed for by the recipient. I do not know what the US translation is, but if the TA are sending original docs, then they should at least make sure they are signed for on receipt ffs. So they are remiss on that point for a start imo. I would threaten solicitor action w/o a doubt. The other point is this, most brokers have sent cleared the the certs for use anyway so you should not even be paying.
