My real problem is this: all of that makes it look like it is a company expense.
IT IS NOT, IT IS A SHAREHOLDER EXPENSE!!
A company granting grants or options is costing the shareholder money, not the company, by diluting its base.
As long as we persist in this argument about to expense or not to expense, the real point is missed.
Shareholders should insist on companies' full and fair disclosure of options or grants and they should insist on the companies imputing the earnings per share based on that.

DENVER--(BUSINESS WIRE)--July 8, 2003--Clancy Systems International, Inc. (OTCBB:CLSI - News), today announced it has been awarded a contract by the Los Angeles Metropolitan Transit Authority (MTA) for permit sales and support of MTA's newly announced Metro Gold Line reserved parking spaces. The new program will enable riders of the Metro Gold Line to reserve their own parking spaces at the Sierra Madre Villa, Lake and Mission Metro Gold Line Stations in Pasadena and South Pasadena.
Clancy will provide internet registration, permit fulfillment, and telephone support for the MTA customers. Registration will commence in July and the parking program will begin on August 1, 2003.
Phone calls indicate a very positive response to the program. Reserved permit holders are guaranteed parking spaces up to 10:30 a.m. each weekday. This can add an extra hour of personal time onto each weekday.

Clancy Systems International, Inc. (Clancy) provides parking management hardware, software, and services to municipalities, universities and private parking operators. Clancy is installing a complete ticket issuance and processing system in the city of Culpeper, Virginia, this week. The system shall improve operations and enhance enforcement and collections. Clancy has also expanded its on-street operations in Cauguas, Puerto Rico, for Clancy's Urban Transit Solutions subsidiary. For the first time ever, the meter operations and the enforcement are working together to increase revenues and accountability.
