I think one of the first double blind test the MCGuil study will focus on is anecdotal evidence compared to double blind and placebo research in order to establish dosage.
For example: 15 patients. 5 given 30% THC and 5 given 10% and 5 given as near to 0% as possible, and compare the declared efficacy reported. There is already some evidence showing that THC can be as effective in low dosage low potency for some ailments, there for it would in both the prescribing Doctor and patients best interests to limit which ever cannabinoids are deemed to be unnecessary for treatment.
If someone just want 30% for Rec to get ripped out of their mind, there's an app for that too when the market opens up. Medical WILL be evidence based. Not saying potency will be limited redundantly, but it will only be applied purposely. So without a peer reviewed medical research paper, A and B mascots can sing till the sunrise about their 15-30 gram a day medical needs, and 100% THC rosin. Without medical evidence, all the rave will only be available at raves.

* on another note, Center of addictions and mental health is reporting over 50% of high school students use alcohol ( illegally). This is a concern because the current system is supposed to restrict this. CAMH will have a significant voice when it comes to Cannabis Legalization, which they are pro, with harm reducing policies.

I agree that HC seems to be taking way to long. But that's from this side of the counter. The rules were authored by Bobblehead Rona, and the Public servants at HC are only implementing those rules, regardless of how ridiculous it seems on our side.
The brunt of responsibility falls at the feet of the new health minister, who must either stay or evolve the program. But their is a limit to what humans can achieve in 24 hrs. We've tasked the government with 25k refugee immigration, missing and murdered aboriginal women and girls inquiry, both well on their way, and cannabis legalization. We all want it fast and now. But government isn't a Tim Hortons Drive Through. And if we expect that, it may be that our hungry demanding orders are Messed up and we get something other than what we wanted.
I'm all for change now, but their are physical and human limits to what can be achieved in a set time frame. And I wouldn't be surprised if CGC licence weren't issued in the coming days, because it's so greatly appreciated. So I don't think thwarting the rules is a wise strategy. Lobby, lawsuit, anything but break the law.
Now LP's are thwarting HC rules? That is very disconcerting. Now there are four tiers in the business: illegal street market, grey area dispensaries, LP's doing whatever they wish, and LP's following the rules.

Is the only argument Prairie has to sell oils without a license that the customers want it? That's preposterous! Which industry without product safety clearance can go to market because of demand? Only two I can think of of top are Uber and Cannabis.
Imagine if an automaker with a concept car did this? This is insane. Now It's more obvious that the MAJOR risk in this industry right now is Regulations and enforcement. No matter how fancying restrictive the regulations are (like the MMPR), without compliance, the entire industry will be fraught with troubles.
With out enforcement, the day legalization happens, the good the bad and the ugly will all be lumped into the same boat. Knock on wood, a kid gets caught with product, even if its from an illegal source, the legal industry will have to answer to the backlash.
If the government players aren't even willing to play by their own rules... Why would anyone?

I dont think it is that the liberals will be laggard on this file at all. Actually they are proving to be more passively aggressive in their first month than I thought they would be. One year does seem well within reach. And Regardless, The liberals have a Majority and Canadians want this. The Liberals have committed to open parliament with meaningful debate on every issue, without omnibus bills. For these reason, I maintain the hypothesis that there will be no haste to legalization, instead a steady and progressive one.

Either way I think this indicates they're very serious about implementing this change. I was a bit concerned that in order to save face it would not have been mentioned in the thrown speech. The firm took a lot of flack from investors, even here on this board for their PT, especially during the heavy downturn in SP this year. But their analysis of both the Corporation and the industry were accurate in my opinion. The market on the other hand is a hundred million head beast, that rarely co operates with itself rationally. So PTs are too be take with a long arc grain of salt. Although with the election run up most PTs were met, I don't think investors will credit their Analysis to it.
Extract selling licence is greatly anticipated by CGC board , clients and investors, although the product is expected to be heavily restricted and diluted.
Is it a fair assumption that more Dr's will be more willing to prescribe through the MMPR if they are able to prescribe extracts? A non smoking method?
Will that then help to increase the numbers of Dr's willing to prescribe and perhaps the numbers of patients with access, albeit heavily diluted THC?
Note: there is no limit on any other cannabinoid except THC. So the hundreds of others can be as extracted as potent as needed and prescribed. This will allow an emphasis on a variety of treatment options, other than the hallucinogenic effects of THC.
So I consider this move to be a solid win. With all the information that real double-blind research studies will produce, the benefits of all the other cannabinoids will be made evident. They may be the medicinal the shining stars. The Yureekas! There has been evidence that THC is as effective in small doses as much as high doses depending on method of application. So to focus on just 1 out hundreds seems misguided and underestimated.
So although MMPR is binder to 3% THC, doctors may readily prescribe 50% Cbd extracts for arthritis, inflammation, etcetera, whatever the evidence presents.
Let's not woe the steady developments.
As long as the trajectory is linear in way that will improve legitimacy , quality, and legally regulated access for all who need cannabis, in effective and harm reducing forms (medical or recreational), I suspect CGC will do very well.

The reason the MMAR was cancelled and MMPR brought in was there was a "suspected " divergence of supply. Folks were approved for 15 and 30 grams a day! Dispensaries were popping up all over the place. More and more Moldy grow ops were popping up and the lines between legal and illegal were becoming blurred. Hence the term "Grey" market. A lot of people were taking advantage of the system, and cause we all want to be totally free, that's what folks will do.
I think what the Government will aim to focus on is a clear distinction between what is legal, and what is not. So even if dispensaries are maintained and personal grow is kept, the ability to open up shop and sell that product will be Criminalized as unlawful sales. Same as tobacco and alcohol.
Remember the Liberal Platform. Regulated and distributed like Alcohol and Tobacco. So as far as business goes, what ever system is developed, you will need a lisence, which will have to be applied for. And if its controlled by the Government Like LCBO, the the supply will also be controlled. If folks still want to risk their freedom by peddling Cannabis om mainstream in Canadian cities, which is extremely foolish imo, suit yourselves.

I've always praised the real compassion clubs and people who have fought for these changes in court with their time. I wonder why even though these same people your using to defend your position have clearly distinguished themselves from the profiteering dispensaries, you refuse to do the same. There is obviously a grey market in dispensaries. We all want access, eh. I've been using "medical" for a very long time. But I'm not too blind to see that I've been paying retail price for that. That the source earned over $100g tax free every year, and that plays out over and over across the country.
So be clear what your defending. LP's didn't create the system and more than Owen smith wrote extract legislation. But both are making the best of it while lobbying for change. Only one is doing it legally through the mans system, and the other is not.
