Certainly. I remember when I was living in Texas, the town in which I resided had to have its clouds seeded to create rain. This did provide some help, but I think we were usually in some form of drought although our climate was semidesert.

I see your point. The more I think about it, you are most likely right. Wastewater management would appear to be a much steadier activity than say, a department store. One provides a much more valuable service than the other.
