Germany, Austria advocate for EU admission of Albania and North Macedonia

German Chancellor Olaf Scholz and his Austrian counterpart Karl Nehammer emphasised the need to accelerate membership negotiations of Western Balkan countries amid looming threats from Russia in a press briefing on Thursday.
Talking about the repercussions of Russia’s invasion of Ukraine, the two leaders drew attention to the importance of finding allies for cooperative European politics worldwide – but also in Europe. “That the Western Balkans belong to Europe, that must now also be lived,” said Nehammer.
“We are called upon to ensure that we strengthen and support the region in our neighbourhood as a whole,” Scholz stated.
“This includes a clear European perspective for the countries of the Western Balkans”, he added.
Accession negotiations with Albania and North Macedonia should also be started as soon as possible. “Any further delay makes the Western Balkans vulnerable and open to the influence of third parties,” he said.
As the war in Ukraine continues to escalate, EU membership negotiations have become crucial for Ukraine, but also for neighbouring regions that might be impacted by the invasion.
Such influence is clearly expected to come from Russia, but also from China, according to Nehammer, which is why it is of “geostrategic interest” to “get off the ground quickly and actually offer the people in these countries a fruitful perspective.”

Director Lorkowski held meetings with key government representatives and energy stakeholders during his visit to Tirana on 27 and 28 April. The Director discussed the state of energy and climate reforms with Deputy Prime Minister Arben Ahmetaj, Minister of Infrastructure and Energy Belinda Balluku and Minister of Tourism and Environment Mirela Kumbaro. He also met with representatives of the Parliament of Albania and board members of the National Regulatory Authority.
Director Lorkowski congratulated Albania for advancing energy reforms and urged the country to continue working towards a sustainable energy future.
Director Lorkowski said: “Albania needs to take an active role in the process of negotiating 2030 energy and climate targets under the Energy Community process. We agreed to work together on several key issues, which will ensure that the citizens of Albania enjoy the same sustainable future as those in the European Union. This also includes the finalization of Albania’s National Energy and Climate Plan, as the key instrument to help deliver on the 2030 targets and beyond.”
Discussions also focused on the issue of rising energy prices and instruments under the Energy Community legal framework to protect people and businesses. Meanwhile, preparations are being made for the reconstruction of energy connections between Albania and Montenegro, and a special project is being developed for a new energy line with Kosovo.
The Albanian Energy Regulatory Entity (ERE) announced that while a current project between Albania and Northern Macedonia with a capacity of 400 kV is already under construction, it plans to develop a secondary 110 kV interconnection with Kosovo and another 110 kV with Mali. black.

The government continues to issue permits for hydropower plants, despite persistent warnings that climate change and rising temperatures mean it is no longer sustainable.
Currently, due to changing weather patterns and decades of mismanagement, lakes used for hydropower plants in the north of the country are operating at limited capacity and are experiencing lower water levels, threatening the already precarious energy situation.
But even the use of gas has been opposed. The region is not currently dependent on gas in any significant way and many would like to keep it that way.
Recently, a group of local and European environmental organizations called on the European Commission to stop funding fossil gas projects in the region, as it risks shutting them down in non-renewable energy for decades to come.

Albania’s Energy Regulatory Authority (ERE) said preparations are underway for the reconstruction of the 220 kV interconnection with Montenegro, but also that another line, of 110 kV, would link the two countries. A separate project is being developed for a 110 kV power line to Kosovo*.
Albania and North Macedonia are building their first power link, an overhead 400 kV line between Bitola and Elbasan, as part of the regional Corridor 8. Acknowledging the need for an increase in transmission capacities and their improvement, the Energy Regulatory Authority (ERE) of Albania said in its annual report that it plans to build secondary, 110 kV interconnectors with Kosovo* and Montenegro.

The existing 220 kV line between Vau i Dejës in Albania and Montenegrin capital Podgorica, with a capacity of 278 MVA, was built in 1972 and it needs to be reconstructed, the regulatory body said. ERE said a 110 kV overhead power line should be built from Velipoja in Albania to the Montenegrin seaside town of Ulcinj just across the border. The project is in an early phase, it underscored and added that cooperation needs to be established with the authorities in the neighboring country.

The part of the interconnector on the Albanian side should be eight kilometers long. According to ERE, the border area has potential for wind power deployment.
The other planned 110 kV overhead line is envisaged to connect the substations in Bajram Curri and Kukës on the Albanian side with the neighboring areas in Kosovo*, ERE revealed.
The first interconnector, of 400 kV, was finished in 2016, but it was put into operation only in 2020, opening the way for the establishment of a joint power exchange. The project was worth EUR 70 million.
Albania produces almost all of its electricity in hydropower plants, but it is planning to diversify its energy mix and reduce the dependence on power imports.
