MOSCOW -- Vladimir Putin said he prepared to put Russia's nuclear forces on alert ahead of Crimea's annexation from neighboring Ukraine last year and ordered his inner circle to retake the peninsula days before any proclamation of a local referendum.
The Russian president made the comments in a prerecorded interview during a documentary, "Crimea: The Road to the Motherland," aired on state television Sunday. It came a day before the one-year anniversary of the Russia -backed referendum on the peninsula, a vote the U.S., Ukraine and Europe denounced as illegal.
The Kremlin presented that vote as the basis for Russia to reclaim the land.
The documentary presented Crimea's annexation as a heroic emancipation of the peninsula from an onslaught of Ukrainian extremists trained by U.S. "puppeteers." The peninsula's annexation last year helped drive the Russian leader's popularity to all-time highs at home, but led to the worst divide between the West and Russia since the days of the Cold War.
"Our advantage--you know what it was?" Mr. Putin said. "It was that I did this myself. It's not that I was doing everything so correctly, but that when heads of state direct something, it's easier for those working to carry it out."
In the run-up to the annexation, Mr. Putin said he readied for the "most unfavorable developments" and even prepared to put Russia's nuclear forces on alert. "We were ready to do it," the Russian president said.
Mr. Putin also described how he stayed up all night with four unnamed Russian leaders on Feb. 22-23 last year and turned to them before going to bed at 7 a.m. to say: "The situation has developed in Ukraine such that we have to start preparing to return Crimea to Russia ." He said the first thing he did was order a secret poll, which he said showed 75% of Crimeans wanted to join Russia . He didn't give details of how the poll was carried out or who participated.
It wasn't until nearly a week later that local Crimean politicians announced plans for a referendum, which wasn't held until March 16 . Russian troops without insignia began arriving to take control of the territory, once Russia but part of Ukraine since 1954.
The documentary aired Sunday amid a clamor about Mr. Putin's health and whereabouts. The Russian president hasn't been seen in public by journalists for more than a week, an unusually rare absence from the public domain for a leader who usually appears nearly every day at public events broadcast on state television.
Mr. Putin is due to appear Monday in St. Petersburg for a summit with the president of Kyrgyzstan . Asked by Russia's independent Dozhd television channel whether Mr. Putin had fallen ill with the flu, Kremlin spokesman Dmitry Peskov refused to comment. "The topic is closed, " Mr. Peskov said Sunday.
It has been more than a year since thousands of demonstrators in Ukraine took to Kiev's Independence Square to protest President Viktor Yanukovych's decision to scrap a political and economic pact with Europe and pivot toward Russia . The protests grew into a wider movement against Mr. Yanukovych's government and descended into violence, leading the president to flee the country and ultimately seek the Kremlin's protection.
During the Crimea documentary, Mr. Putin presented the events in Kiev as an armed radical nationalist uprising contrived by the U.S. to topple Mr. Yanukovych in an illegal coup.
"Formally the opposition was supported, above all, by the Europeans," Mr. Putin said. "But we knew, didn't just sense, but knew that the real puppeteers were our American partners and friends. It was them who helped prepare the nationalists. They helped prepare militias in the west of Ukraine , and there was training in Poland and Lithuania ."
Mr. Putin described how he called Russia's special services to the Kremlin and "assigned them the task of saving Mr. Yanukovych's life" in February of last year. "That we saved his life, and his family's lives, I think was a good, noble thing," Mr. Putin said.
The Russian president said he dispatched Russia's military personnel into Crimea's regional parliament in what he described as a defensive measure to safeguard the building. Lawmakers then voted in a new pro-Russian leader in a closed session before a referendum was announced outside the parliament."
Russian troops without insignia fanned out across the Black Sea peninsula, as Moscow set about what Mr. Putin called transforming Crimea into a fortress. The film described how Russia saw a U.S. Navy destroyer moving into the Black Sea and deployed K-300P Bastion coastal defense missile systems in Crimea. "We deployed them so they could be seen clearly from space," Mr. Putin said.
Soon, the residents of the Black Sea peninsula went to vote in a referendum on March 16, 2014 that offered them the choice of staying in Ukraine or leaving Russia . The result overwhelmingly favored joining Russia , though U.S. and European officials called the referendum an illegal vote held at gunpoint.
"The ultimate goal was not to seize Crimea or some kind of annexation," Mr. Putin said in the documentary. "The ultimate goal was to give people the opportunity to express their opinion on how they want to live in the future."

Bank Korea cuts rates to stimulate

The Bank of Korea joins the growing list of central banks to cut rates, as the dilemma between stoking growth and balancing high levels of debt tips in favor of the former.
On Thursday, the central bank surprised by cutting its base rate a quarter of a percentage point to a record low of 1.75%, and follows a rate cut by Thailand's central bank late yesterday. Central banks from China to India have cut rates since the beginning of this year as falling oil prices have caused deflation and slowing growth in many countries.
South Korea has faced a gloomy landscape of falling exports of electronics, automobiles and machinery. Manufacturers have been squeezed by lower-cost competitors in Taiwan and China , and the effects of a weakening yen, which have made Japan's exports more competitive. Growth isn't expected to come in much above 3% this year, for the fourth year in a row.
Amid the gloomy outlook, South Korea increasingly has relied on debt to fuel growth. But now the high debt overhang is discouraging more household spending. South Korea's household debt-to-income level stood at 144% at the end of the second quarter last year, the latest data available. That is higher than the U.S. before its subprime crisis.
That means rate cuts are likely to have only a limited impact. " Korea's already fired its bullets," said Fred Neumann , an economist with HSBC in Hong Kong . The central bank cut rates twice last year. The moves led to higher debt levels as South Koreans bough more real estate, pushing up house prices in Seoul . But overall domestic spending has remained in the doldrums, in part because of the debt overhang but also because of stagnant wages.
Eighteen of 23 economists polled by The Wall Street Journal expected the central bank to leave its base rate unchanged. The remaining five bet on a rate cut in March. Some economists say the central bank may downgrade its growth forecast in its quarterly economic outlook in April.

Iraq oil picture dims lately, low price & IS
BAGHDAD--Clobbered by falling oil prices, Iraq is headed over a fiscal cliff, unable to make critical investments needed to keep its oil flowing and still pay the skyrocketing costs of fighting Islamic State extremists, according to government officials.
Without a recovery in oil revenues, some fear the country is again sliding toward a breakup.
"We're battling on two fronts, both ISIS and oil," said Mudher Salih , a former senior central bank official who advises Prime Minister Haider al-Abadi on financial policy.
One of the few bright spots for Iraq in recent years has been an impressive expansion of oil production. The second-largest exporter in the Organization of the Petroleum Exporting Countries , Iraq has added up to a million barrels a day of new capacity, to the surprise of many doubters. That has provided a fountain of cash that has smoothed over many of Iraq's challenges.
But with global oil prices halving in recent months, Iraq's finances are eroding rapidly. Revenues are expected to fall by 40% this year, leaving a deficit of more than $20 billion , equivalent to one-fifth of spending.
Officials familiar with the government budget say even that $101 billion of planned revenue could prove to be an overly rosy projection. It is based on an average oil price of $56 for the year and exports of 3.3 million barrels a day. It assumes a wellspring of more than $10 billion in new tax revenues that the weak central government could have trouble implementing and collecting.
U.S. officials have cast worried looks over Iraq's finances. Mr. Abadi personally pressed Secretary of State John Kerry and British Foreign Minister Philip Hammond on the issue at a meeting in London in January, warning of a military reversal and wresting promises of support from the international coalition.
But Mr. Kerry at the time dismissed concerns that the military effort was in danger of faltering due to a shortage of money, indicating U.S. and allied shipments of equipment and aid would continue.
"Let me assure you that this effort is not going to be deterred or diminished or defeated" over a lack of supplies or ammunition, he said.
Prices for Iraq's oil have hovered below the $56 level for months, and without huge new investments and unprecedented cooperation between the central government and the semiautonomous Kurdish region in the north, the country will struggle even to maintain last year's exports of 2.5 million barrels a day, observers of Iraq's oil industry say.
"Neither of those figures is realistic," said Basim Antoine , a prominent business leader who has consulted regularly with the government about the budget.
Already, both the central government and the Kurdish regional government have fallen behind in payments to international oil companies. The cash flow crisis worsened last month, when stormy weather and technical issues in the south and political wrangling in the north hamstrung oil exports.
Fiscal woes couldn't come at a worse time, say Iraqi leaders and analysts. The costs of fighting Islamic State-- which controls about one-third of Iraqi territory--are soaring.
This year's budget allots a whopping one-quarter of expenditures to security and defense, some $20 billion , up from about $17 billion last year, when that amount accounted for a far smaller chunk of the overall revenue pie.
Iraq needs to re-equip and retrain its tattered army in hopes the military can take the lead fighting Islamic State. This is critical not only to fending off the extremist threat, but also to holding Iraq's fractious ethnic and sectarian communities together within one country.
With the army struggling, the Shiite-dominated government has depended upon Kurdish and Shiite sectarian militias and armed Sunni tribal groups to take on Sunni Islamic State fighters. But those groups often use the opportunity to expand their own influence, undermining the central government and raising tensions between Sunni, Shiite and Kurdish regions even as their communities fight Islamic State.
Dependence on these militias has sharpened sectarian divides. The central government has agreed to pay more than $1 billion in salaries for Shiite militias, a decision that kicked up a storm of protest from Sunni communities whose tribal fighters won't be paid by the government. Meanwhile, the Kurdish government is paying its own militias, collectively known as Peshmerga.
"It's already happening," said Mehdi Hafedh , a lawmaker and former planning minister. "I don't expect Iraq to unite again."
Those strains are particularly evident in the north, where Kurdish militias have taken advantage of the Islamic State offensive to seize new swaths of oil-rich territory the central government also claims authority over. Late last year, the government and Kurds, facing a common threat in Islamic State, cut what appeared to be a tentative agreement that promised to boost exports of Iraqi crude through Kurdish controlled territory in the north--where about a quarter of Iraq's reserves are located.
The deal requires the Kurds to funnel 550,000 barrels a day of oil--partly their own, partly from disputed areas-- through the central government's state oil company. In return, the government agreed to resume paying the Kurds a 17 % share of federal revenues based on a previous agreement.
That helped Iraqi oil production surge to a 35-year-high of 3.7 million barrels a day on average in December.
But the agreement has frayed badly in recent weeks, as neither side appears capable of delivering on its side of the deal. Production from the Kurdish controlled areas has fallen well short of the agreed levels, while the Iraqi government says it doesn't have the cash to keep up with payments owed to the Kurds. The dispute erupted in public again in recent weeks. Both sides threatened to back out. If they do, it will further hobble oil production from the north and dent government revenue projections beyond the shortfalls already foreseen.
Meanwhile, clouds have also gathered quickly over the heartland of Iraq's oil patch in the south. Taking in some of the world's biggest and most productive fields, the region has seen production capacity increase by more than a million barrels a day up to roughly three million, according to the International Energy Agency , as international oil companies have gone to work over the past five years.
But infrastructure bottlenecks constantly dog output. They will hold back further gains without big investments, according to industry and Iraqi officials. The lack of a protected port and adequate storage facilities on the Persian Gulf, for example, means that production had to be curtailed for nearly half the days last month because of stormy weather that prevented tankers from loading. That problem alone trims exports by up to 10% annually, industry officials said.
But far more worrying to some is that production might begin falling after a year or so if large new investments aren't made to reverse the natural slowing of production older fields undergo as oil is pumped from them. Production at one of Iraq's longest-tapped oil fields, West Qurna-1, lost some 250,000 barrels a day of production over the past few years, according to the IEA.
With the budget crunch, industry and government officials are doubtful that one of the biggest planned solutions--a massive project to pump seawater to the southern fields--will be able to move forward on its 2019 completion schedule. The water is needed to inject into fields, which keeps up enough pressure to continue pumping oil at current rates.
The government is now turning to the major oil companies to finance many critical investments in the oil sector, while allowing them to delay work on projects deemed less critical.
But the companies--including Royal Dutch Shell and BP--haven't been paid for the work they've already done. The government is discussing issuing bonds to raise $10 billion to $12 billion of the money needed to pay them for past work, while dealing with their demands to negotiate new agreements going forward with oil prices this low. It is unclear how much of the investment burden they will be willing to assume.
"It's a critical time," said Adnan Noshee, director general of the Missan Oil Co. , an arm of Iraq's national oil company in the south. "But we can reach fair agreements."
The companies say they are working with the Iraqi oil ministry, but they declined to discuss it further.

bitcoin VC project gets $116M, new ideas
A Silicon Valley startup has persuaded some of the biggest names in venture capital to put $116 million behind its plan to turn the technology behind bitcoin into a mass-marketed SHYphenomenon.
The funding, raised over a series of rounds for San Francisco -based 21 Inc., is the largest investment yet accumulated by a startup in the digital-currency sector, based on data from bitcoin news service Coindesk.
The company hasn't disclosed an independent valuation.
Nor has it publicly disclosed precisely how it will use those funds, though Chief Executive and co-founder Matthew Pauker flagged "several interesting developments over the next weeks and months" that will deal with software and hardware products designed "to drive mainstream adoption of bitcoin."
Co-founder Balaji Srinivasan , a partner at venture-capital firm Andreessen Horowitz , which is one of 21's lead investors, said the secrecy since the startup's launch in 2013 was "solely for pragmatic reasons--we didn't have anything to say to the world."
Mr. Srinivasan compares 21's work in building bitcoin products for the general public to the sequential development of 56-kilobit Internet modems, international fiber cables and wireless Internet towers, which all helped bring the Internet into people's homes in the late 1990s.
The notion also has parallels with the impact on mass Internet adoption from the development of the Netscape browser by Marc Andreessen , a co-founder of Mr. Srinivasan's firm. Asked about 21, Mr. Andreessen said it "is working on what they--and we-- consider to be core infrastructure for mainstreaming bitcoin."
Since its launch six years ago by a mysterious coder who used the presumed pseudonym of Satoshi Nakamoto , bitcoin has drawn media attention as a wildly volatile digital currency. But amid stories of scandal, theft and turbulent prices, the public has largely ignored the arguments of supporters, who tout the digital currency's potential to cut costs by removing middlemen from finance and commerce.
Silicon Valley bitcoin enthusiasts argue that failure to gain mass adoption is partly because the public's attention has been focused on bitcoin's limited potential as a digital alternative to traditional currencies. In reality, they say, its underlying technology has far wider applications than that.
Unlike the currency transactions that are generally associated with bitcoin, new uses for that technology could range from lawyer-free smart contracts to tamper-proof online voting systems.
Along with Andreessen Horowitz , lead investors in 21 include RRE Ventures , another U.S. venture-capital heavyweight, along with Chinese private-equity firm Yuan Capital . Chip maker Qualcomm Inc. has also taken a strategic stake through its venture-capital unit.
Additionally, Khosla Ventures and Data Collective have invested in 21, as well as chief executives and founders from various tech companies, including PayPal co-founders Peter Thiel and Max Levchin , eBay Inc. co-founder Jeff Skoll , Dropbox Inc. CEO Drew Houston , Expedia Inc. CEO Dara Khosrowshahi and Zynga Inc. co-founder Mark Pincus .
Mr. Pauker, who previously co-founded data-encryption firm Voltage Security Inc. , which last month was sold to Hewlett Packard Co. , said investors have "seen a lot more detail than we've talked about publicly" regarding 21's plans but added that "there are significant new technologies/products that we've kept in our back pocket."
He rejected the notion that venture capitalists' willingness to bet on a relatively thin business plan recalls the ill-placed bets of the 1999-2000 dot-com bubble, noting that 21's funders are "sophisticated investors known for making smart, informed bets."
He also argued that the potential market for its products is much larger because Internet users have grown to nearly three billion from 280 million in 1999.
Mr. Pauker said Qualcomm's involvement is key.
He hopes to exploit the San Diego company's mass-marketing and production capabilities in the development of consumer products that integrate with bitcoin's core technology, called the blockchain.
This technology takes the form of a public, digital ledger that is maintained by a decentralized network of thousands of independently owned computers.
Qualcomm's involvement could spur speculation that 21 has its sights on the so-called Internet of Things.
That is the idea that a myriad of smart, Internet-connected appliances will in the future communicate with servers, networks and one another to optimize their operation, maintenance and energy usage without direct human involvement.
Qualcomm declined to SHYcomment.
Some developers believe that bitcoin technology could play a n important role in transparently managing the vast flow of information generated by these smart gadgets.
The decentralized blockchain ledgers are free from the control of any one party, so smart appliances can in theory connect with computers built by other entities safely without worrying that the information was manipulated.
The company, which takes its name from the 21 million limit that bitcoin's managing algorithm imposes on the total number of bitcoins to be released, spurred intense speculation in November 2013 , when a regulatory filing revealed a $5 million fundraising.
Members of the bitcoin community speculated about a secret vehicle for Silicon Valley elites to develop high-power equipment that could dominate bitcoin mining. Mr. Pauker's comments about a consumer focus suggest that isn't where the company has ended up.
21's announcement extends this year's upswing in venture capitalists' digital-currency investments, highlighted by January's $75 million fundraising for San Francisco -based bitcoin wallet provider Coinbase Inc. , whose investors include the New York Stock Exchange .
Bitcoin -focused venture capital more than tripled to $347 million in 2014 from a year earlier, according Coindesk.

SYDNEY --Australian consumer confidence fell in March, despite the central bank lowering interest rates in February and signaling it plans at least one more cut in coming months.
The Westpac Banking Corp. / Melbourne Institute index of consumer sentiment fell 1.2% in March from February to 99.5 points, below the 100-point level that means optimists outnumber pessimists.
"Interest rate moves often generate a big initial reaction that dissipates over time," said Matthew Hassan , senior economist at Westpac.
The Reserve Bank of Australia lowered its benchmark interest rate in February to a record-low 2.25% and left open the possibility of at least one more cut in coming months.
Falling business confidence, weak job markets, crumbling business investment and a mixed global outlook have some economists predicting the RBA will need to cut its cash rate below 2.0% over time.
Still, the central bank faces the problem of frothy home prices in cities such as Sydney , and must move cautiously to avoid creating an asset-price bubble.

Would appear to be first time IS video involves Israel. Not smart.
A new Islamic State video purports to show a child executing an Israeli Arab man accused of spying for Israel .
The more than 13-minute video was released on YouTube by the Islamic State's propaganda arm, Al Furqan Media. It depicts a lengthy confession by a man who identified himself as Mohammed Said Ismail Musallam from Jerusalem , followed by scenes that show a child holding and firing a handgun edited together with others that appear to show the prisoner being shot in the head.
Emmanuel Nachshon , the spokesman for the Israeli foreign ministry, said his government was investigating the authenticity of the video. Israel's intelligence agency didn't comment.
Though Islamic State has long expressed enmity toward Israel , Mr. Musallam's slaying, if confirmed, would mark the first time the Iraq and Syria -based extremist group has been known to have killed an Israeli citizen.
Last month, Israeli newspaper Haaretz published an interview with a man claiming to be Mr. Musallam's father, Said Musallam , and he said his son wasn't a spy. The senior Mr. Musallam, who lives in East Jerusalem , said his son had traveled to Islamic State-held territory last fall and had asked for money beforehand on the pretense that he would be studying at a college near Tel Aviv , according to the article.
"He left that morning and the next day, I tried to call him and the telephone was turned off," Mr. Musallam's father was quoted as saying. "I thought that maybe he was busy. After a week we got an email that he wanted to be a martyr and he was giving up everything in his life and his family."
The newspaper quoted the father saying that he later learned that Mr. Musallam had been jailed for trying to escape to Turkey .
The video adds a new twist to Israeli politics only a week before hotly contested general elections, in which hard- line Prime Minister Benjamin Netanyahu has campaigned on a platform of protecting the country from Islamists. Israel has largely stayed out of the conflict. But similar videos from Islamic State have drawn Jordan , Egypt , Britain and the U.S. deeper into the battle.
Tuesday's video wasn't the first appearing to show a child killer. Another released by the group in January purported to show a Kazakh child shooting two accused Kazakh spies in the back of the head.
The purported use of a child executioner adds a twist to a propaganda campaign that has repeatedly employed shock tactics to both attract potential recruits and frighten enemies.
Islamic State has released footage showing hostages and accused apostates and traitors shot with handguns and automatic weapons and public crucifixions. Others have been thrown from rooftops, stoned to death, burned alive or decapitated. It is all packaged with Hollywood -quality production values and action-movie flourishes.
The latest video featured a dramatic rendering by the prisoner, dressed in an orange jumpsuit, recounting and acting out his own story in a drawn-out confession. He describes himself as former firefighter in Jerusalem , is shown acting out his Israeli intelligence recruitment, training, deployment and subsequent capture as audio of his confession plays in the background.
He accuses his father and brother of also being Israeli spies and of encouraging him to work for Israeli intelligence.
"They both encouraged me to do it," the man said in the video. "They told me that there was a lot of money in it and that you could advance to higher positions."
The video also shows what appears to be Mr. Musallam's Israeli passport and ends with a list of names, occupations and addresses of other Arab-Israelis Islamic State accuses of spying.
"So we fight in Iraq and our eyes are on Jerusalem ," said a voice in Arabic at the conclusion of the video. "Which will not be taken back except with a Quran that guides and a sword that supports."

Nasdaq Price Pilot Causes Its Market Share to Decrease: ITG Report

It seems the law of unintended consequences is hitting NasdaqOMX- right where it hurts in the volume basket.
How? By its own hand and its recently enacted price pilot program.
On February 2, Nasdaq initiated a pilot program for experimental pricing for 14 symbols: 7 Nasdaq -listed and 7 NYSE-listed. For this group, Nasdaq adopted a new 5/4 pricing model - replacing the existing 30/29. The stated goal of the pilot was to improve overall market quality and, in doing so, direct a larger portion of trading to their exchange away from both lit competitors and off-exchange platforms such as ATSs.
For the pilot program, ITG noted that Nasdaq picked very liquid stocks for the pilot, with the least liquid stock still trading over 7.5 million shares per day. For the NYSE securities, each traded over 10 million shares per day.
"This makes sense because the test would theoretically have more of an effect on liquid securities as there is often much more competition amongst the exchanges on the NBBO," ITG wrote in a research note.
However, ITG found upon analysis that overall market quality impact appears minimal in spread sizes and top of book depth and that after 18 days of the pilot, results showed a "measurable" decrease in NASDAQ market share, both in quoted volume and traded volume. This comers despite ITG's passive trading, which through its SLimit algorithm, saw increased trading at NASDAQ as a result of shorter queues compared with historic averages.
ITG explained that to analyze the effect of the change in rate, it compared the pre-pilot month of January 2015 with the results of February 2- February 25 (18 trading days) for the pilot stocks. The goal was to test the theory that the change should result in measurable improvement to price discovery, as well as whether or not Nasdaq benefits from the resulting effects. ITG focused only on quoted and traded volumes on lit exchanges, considering the following statistics: Average Spread, Average Depth of Top of Book - both consolidated and NASD-only and Nasdaq's market share in shares traded.
"We hypothesized that the results would be insignificant, assuming that most market participants would not invest the resources to adjust routing behavior for such a small universe," ITG wrote. "The results were surprising in that there were definite changes to the market structure and quality. This demonstrates how price sensitive some market participants have become."
For the effect on market quality, ITG focused on average spread size and average depth at the top of book. The average spread before and after the change it found was that virtually identical for both the NYSE and Nasdaq-listed names.
"Interestingly, these changes in overall quoted volume were seen primarily among Nasdaq's competitors. In January," it added.
Nasdaq had been about 26% of the NBBO quoted size before the pilot program started, according to ITG. But that same number shrank to 20% in February. The same held true for NYSE stocks - Nasdaq's market share of quoted size decreased substantially, from 15.1% to 10.4%. "It seems curious that the overall top of book would be largely unchanged with such a drastic decrease in NASDAQ's market share."
ITG opined that market share in traded volume is probably the category most important to Nasdaq, and here the firm saw a big decrease. If the symbols are weighted equally, ITG said Nasdaq market share dropped from 36.4% to 30.2% on the Nasdaq -listed stocks and from 20.3% to 17.1% on the NYSE-listed stocks.
On the whole, ITG cautioned that it is too early to discern whether this has had a positive or negative effect on the market from a market quality perspective. It noted that the effect was most pronounced in some symbols in the first few days of the pilot.
"It is possible that market participants were waiting to see some results before adjusting their routing strategies," ITG noted. ". What does seem more certain is that the pilot succeeded in decreasing NASDAQ's market share, which was surely not their intention. NASDAQ will have to market these changes to institutional brokers for it to pay off, as the HFT community seems to disfavor lower rebates in all but the deepest-queued names."
Given these results, ITG said the pilot has merit and is worth continuing as the buyside has become much more interested in reducing or eliminating maker/taker fees. However, ITG theorized that the only market participants that appear to have adjusted their trading strategies the fastest are high-frequency traders.
"This has allowed firms like ITG to achieve higher queue positions in NASDAQ to the benefit of our clients," ITG said."The brokerage community, if interested in improving performance on behalf of their clients, should pay heed."
ITG concluded that it welcomes the expansion of the Nasdaq pilot to more stocks to see the implications.
"Without some kind of rallying cry prompting more global adoption, the idea will probably fall by the wayside, as indicated by the decreased market share we have seen so far."

APPLETREEWICK, England—The Yorkshire Dales have much to attract tourists to Northern England. The twisting rivers and stunning vistas make the region perfect for walking in summer. Things can be tougher in February and March, but David Aynesworth knows how to draw crowds to his pub in winter: ferret racing.
The landlord and his plumber friend Phil Hardacre spent an afternoon recently putting up a ferret racetrack in the village locals call “Aptrick.”
The structure, made of drainpipe, chicken wire, rope and cable ties, was suspended from the oak trusswork rafters of the Cruck barn. The venue—more usually used for weddings—was built by Mr. Aynesworth and his son using 16th-century techniques, behind the Craven Arms pub.
Ferret racing is popular at agricultural shows and charity fundraising evenings across the U.K. It started at the Craven Arms after the pub got a resident ferret, named Paul, under unfortunate circumstances on the hills here.
“He came in as a stray,” Mr. Aynesworth recalls. “We had some hens, and he killed four or five of them.”
This particular evening, he had high hopes for Paul, now reformed and fonder of beef pie than chicken. Mr. Hardacre was very disappointed that his ferret named Jenny had taken sick and wasn’t competing.
Mr. Aynesworth, busy overseeing events in a traditional shepherd’s smock, had handed Paul over to regulars Robert Mitchell, known locally as Bramham Bob, and Trevor Taylor, aka Tricky Trev.
“You’ve heard of the film, the horse whisperer,” Mr. Taylor said. “Well, I’m the ferret whisperer.”
Ferrets, which are related to badgers and polecats, are used to hunt rabbits. They love to head down the burrow-like drainpipes. A chicken-wire gap at the halfway point allows onlookers to see who is winning. Ferrets must emerge completely from the “finish pipe” to win, not just poke their noses out.
As with any sport, there are tactics—and controversy. Mr. Mitchell and Mr. Taylor had recruited a local rugby player to be their “loader,” who puts the ferret in the drainpipe.
“He’s got long arms,” said Mr. Mitchell. “We’re not as silly as we look.”
With a 50 pence ($0.78) entry fee for ferrets, 27 of the animals, which are members of the Mustelid family, competed in nine heats for a place in the finals. The rest of the barn was a multidiscipline ferret extravaganza. There was a timed track, a loop-the-loop and ferret roulette. In this variation on the casino game, players bet on which of six drainpipes a ferret will emerge from. It was all for charity, with proceeds going to the Upper Wharfedale Fell Rescue Association, which helps people and animals in distress.
Other ferrets were there just for show. Jackie and Dave Turner of Otley Ferret Welfare have 76 ferrets in their care—only nine of which they bred themselves. The rest were rescued after being abandoned.
“A colony of ferrets is called a business,” explained Ms. Turner, while petting a glossy albino. Males are known as hobs, and females as jills.
Not everyone enjoys the sport, however. The U.K.’s biggest animal-welfare organization, the Royal Society for the Prevention of Cruelty to Animals, said it has “serious concerns over ferret racing.” Putting animals in an unfamiliar environment with lots of people and noise can be “incredibly stressful for them…Not all ferrets may want to race,” it said.
Mr. Aynesworth dismissed that, saying his event promotes ferret welfare and good handling. “There’s no stress involved,” he said. “There’s nothing they like better than to go down pipes.”
The British Ferret Club has guidelines for racing on its website. “Certain practices are discouraged, for example: smearing the toe end of a shoe with something smelly and enticing,” to attract the ferret down the pipe. It adds ferrets will often do a “war dance” at the end of the course, “because to them it is all a big game.”
The Craven Arms is unusual in that fans bring their ferrets to race. Most events are organized by a ferret club with their own animals. The sport is enjoyed from pubs to palaces. Sally Tripp, chairwoman of the Hants and Berks Ferret Club, has raced her ferrets at Downton Abbey—or rather, the country show at Highclere Castle, where the series is filmed.
Her ferret racecourse includes a “commando crawl” where they go through a camouflage cloth tunnel—inspired by ferrets’ love of burrowing into soft fabrics. “Ferrets love the company of people,” she said. “Cats have servants, ferrets have friends.
Some ferret racers are professionals. Honeybank, a business in Derby specializing in animal events—including a trained owl that swoops in a ceremony with wedding rings—organizes a ferret racing show with about 20 of its own ferrets. Ferret racing has helped charities raise nearly £1 million over the years, according to its director, zoologist James McKay.
“Ferrets only do what they want to, when they want to,” he said. The unpredictability means audiences are always amused. “A ferret’s job is to make humans look silly.”
Mr. McKay claimed ferret racing actually has its roots in the U.S., where ferrets hauled electric lines through gas pipes being laid across deserts: At the end of the day workers would gamble on them. It came to the U.K. in the 1980s.
In the pub here, the sport is generating new fans. “I only came out for one pint,” said Jim Haywood, who had traveled from London with friends to visit Bolton Abbey, a picturesque ruin nearby. “A few pints later, I’m shouting ‘Come on, Zimmy’ down a drainpipe.”
His encouragement wasn’t enough, and Zimmy didn’t make it to the final: In the end, Paul faced off against Frankie and Bert. Nichola Wickham accidentally became a ferret owner recently when her dog found two of them abandoned in a box. This was their first time racing; Frankie’s companion, Dizzy, had lost an earlier heat. “They’re so intelligent,” she said. “But they can escape from anything.”
Her father-in-law passed on the tip that you should turn your socks up over your pants when ferrets are around; a pant leg is just as appealing as a drainpipe to the cheeky creatures.
Cheered on by regulars, Paul took advantage of the home crowd to win the final. Mr. Aynesworth declared the evening a great success, having raised about £250 for charity, and having sold about 45 gallons of beer.
“I think he’s peed on me, David,” said one supporter as he handed Paul back to its owner. But Mr. Aynesworth’s pride was undiminished. “He was like a ferret rocket.”

A handful of health-care stocks have doubled this year, and one has quadrupled
Health care is the best-performing sector in the Nasdaq this year, and it may not be too late to buy stocks at attractive prices.
The Nasdaq Composite Index (RIXF) is close to , returning to a high set way back in 2000 before the dot-com bubble burst. This time around, the stock market doesn't appear as "frothy" as it did before that crash, according to Mark Hulbert (http://www.marketwatch.com/story/six-differences-between-now-and-last-time-nasdaq-was-at-5000-2015-02-24). It's also interesting to note that the Nasdaq has outperformed other broad indices this year, as well as during 2014 and over the past three-year, five-year and 10-year periods.
This week we published lists of the top 10 Nasdaq stocks (http://www.marketwatch.com/story/10-stocks-that-are-pushing-the-nasdaq-to-5000-2015-02-23) for the time periods listed above.
Among the Nasdaq's 10 broad benchmark sectors, the strongest this year has been health care, which is up 6.2%, compared with a 4.9% return for the Nasdaq and a 2.8% return for the large-cap S&P 500 Index (SPX).
Looking at the Nasdaq chart above, the action appears healthy, as the 20-day and 50-day moving averages are well above the 200-day average, and both the 20-day and 50-day averages are on upward curves.

As you can see, most of those companies have been listed rather recently, and the longer-term returns show plenty of risk. Those stocks shouldn't be taken lightly. You must be willing to do research on your own, while also reading any research reports your broker or adviser can provide.
Another interesting thing to note is that the companies above aren't necessarily expected to turn operating profits any time soon. But there is one exception.

Eagle Pharmaceuticals Inc. (EGRX) of Woodcliff Lake, N.J. , is the only company appearing on both lists. Of course, a company doesn't need to have prospects for near-term profitability for investors to make a killing on its stock, but the expected profits could make the investment less risky.
Eagle Pharmaceuticals develops products and services designed to make injectable drugs more effective and safer, and to make the delivery and administration of the drugs more efficient.
The company's stock shot up 24% on Feb. 17 and then another 41% the next day, after the company said it had entered into a licensing agreement with Teva Pharmaceuticals Industries Ltd. (TEVA), through which Eagle would receive an immediate payment of $30 million for the development of its rapid infusion bendamustine product. Eagle may receive another $90 million in additional payments from Teva when it hits certain milestones, and also will receive "double-digit royalties" from Teva's sales of the product.
All three sell-side analysts covering Eagle Pharmaceuticals rate the shares "buy," or overweight, according to FactSet.
Piper Jaffray analyst David Amsellem on Feb. 18 raised his price target for the shares to $41 from $23 and estimated the company would earn $2.74 a share in 2016. In a note to clients, Amsellem wrote that the deal with Teva "enables a potential near-term launch (possibly in the second half of 2015), and opens EGRX up to an attractive royalty stream, particularly considering that visibility on sustained exclusivity for EP-3102 [the rapid infusion bendamustine product] (or relatively limited competition at worst over the long-term) in our view is strong."

Why India Continues To Rally Despite Worst Earnings Since 2009 -- Barron's Blog

Corporate India reported its worst earnings since the Great Financial Crisis in 2009. Fourth-quarter earnings at Nifty companies grew only 4% from a year ago, well below the 11% growth seen in the third quarter. Oil and gas, autos, and bank sectors all missed analysts' expectations.
Yet the Indian stock market continued to advance. The Sensex Index has gained 7.2% since Infosys ( INFY) kicked off the earnings season on January 9 . The WisdomTree India Earnings Fund ( EPI) and the iShares MSCI India ETF ( INDA) have rallied 6.8% and 9.2% respectively.
Has the Indian bull lost control?
Stock prices reflect not where corporates are but what they will look like in a year's time. The Indian government has taken a big step forward to lower consumers' inflation expectations and to start stalled infrastructure projects, which may hurt earnings in the short-term but will benefit corporates in the long-run, noted Morgan Stanley's Ridham Desai and team, who have been big India bulls:
Inflation expectations have come down not because of falling oil prices, but because the government has compressed spending, continued to curtail rural wage growth, increased minimum support prices at a fraction of the inflation rate and also proactively supplied food to the market
Remedying stalled projects was a more complex problem, but recent capex data shows that things are turning. These actions will eventually filter into earnings.
The Sensex Index rose another 0.3% this morning. Infosys gained 0.9%, HDFC ( HDB) lost 1% and the ICICI Bank ( IBN) gained 0.7%.

FORT WORTH, Texas, Feb. 17, 2015 (GLOBE NEWSWIRE) -- Quicksilver Resources Inc. (OTCQB:KWKA) announced today that the company has decided not to make the approximately $13.6 million interest payment due February 17, 2015 on its 9.125% senior notes due 2019 (the "2019 Notes"). Under the terms of the indenture governing the 2019 Notes, the company has a 30-day grace period before the failure to make the interest payment results in an event of default.
The company believes it is in the best interests of its stakeholders to continue to focus on actively addressing the company's debt and capital structure and intends to continue discussions with its creditors during the 30-day grace period. If the company does not make the interest payment before the end of the grace period, the trustee or the holders of at least 25% in the aggregate principal amount of the outstanding 2019 Notes may declare the principal and accrued interest for all 2019 Notes due and payable immediately. The acceleration of the principal under the 2019 Notes would also result in defaults under the terms of other indebtedness of the company.
The company has retained Houlihan Lokey Capital, Inc., Deloitte Transactions and Business Analytics LLP, and other advisors to collectively assist with the evaluation of the company's options to address near-term debt maturities, enhancement of its liquidity position, and evaluation of strategic alternatives. However, there can be no assurances that the company will be able to successfully restructure its indebtedness, improve its short- and long-term liquidity position, or complete any strategic transactions in a timely manner or at all. Accordingly, the company may need to seek voluntary protection under chapter 11 of title 11 of the U.S. Code to restructure its capital structure.

Jefferies Warns Investors Against Yield Hunting In Oil Services
Note moves too on Greek news about 6 month extension.
On a day when oil prices are down markedly, Jefferies warned investors from diving into oil services stocks looking for high yields.
Specifically, the analysts said that oil stocks like BP plc (NYSE: BP) have suspended share repurchases in 2015, while other companies, Exxon Mobil Corporation (NYSE: XOM) among them, have cut share repurchases.
This is a trend that Jefferies said will continue while these companies look to sure up balance sheets.
The analysts noted that they were more "surprised that the dividend is being tested this early in the price downturn." Perhaps this is the best indication that oil stocks see a lower price for the medium-term.
Jefferies also stated that "valuations appear strained" while the oil companies are trading at a P/E of 14.8x, while the U.S. oil stocks are trading at 150 percent of the S&P 500's FY15 expected P/E.
Jefferies broke down its top picks into two categories - defensive positioning and to gain leverage on oil price recovery. For defensive plays, it recommended Royal Dutch Shell plc (NYSE: RDS-A) and Occidental Petroleum Corporation (NYSE: OXY).
To anticipate an oil price recovery, it said BG Group plc (LON:BG), Chevron Corporation (NYSE: CVX), and Galp Energia SGPS SA (OTC: GLPEF).
