I don't think the infrastructure projects want to HOPE/PLAN on Niocorp securing funding. They will more than likely want target dates when the materials will be available.
The SP could definitely use a boost before institutions start getting in.
Congress goes on a months long vacation around the 10th of August. We need our elected officials getting these projects going, not just talking about how great they will be, & how many jobs they could create.

In 1974 the U.S. Atomic Energy Commission received a patent to reduce scandium oxide to pure scandium metal. The patent has expired, but there are companies still looking into this. The oxide can be reduced/converted into different forms, such as nitrates.
Niocorp may be holding scandium agreements for these "emerging markets" to develop.

BACKGROUND
[0005] Scandium, yttrium and other rare earth metals have important potential applications, from strengtheners for aluminum and magnesium alloys, to magnets, and nuclear applications. In particular, scandium increases room-temperature strength of aluminum more than any other element per mole of addition. Scandium aluminide nano-particles, sometimes called strengthening precipitates, deposited throughout an aluminum alloy can maintain their fine size and dispersion at elevated temperature. The scandium-aluminum alloy thus retains its strength even through welding or sintering operations, including 3-D printing by selective laser sintering or wire melting. For example, a motorcycle was 3-D printed using aluminum alloy that contains about 1 wt. % scandium (see Airbus AP Works's "Light Rider," claimed as the world's first 3-D printed motorcycle). Alcoa/Arconic, sporting goods makers, and metal 3-D printers are current or future Al-Sc alloy users. Gadolinium is similarly one of the preferred strengtheners for magnesium alloys, improving its high-temperature strength considerably. Thus, there is a need for an improved technology to produce rare earth metals. Furthennore, it is desirable for scandium or rare earth metal production technology to be compatible with western labor markets and workplace safety and environmental standards.
[0006] Due to the slow dissolution kinetics of scandium metal in liquid aluminum, Al-Sc alloy is typically introduced in the form of Al-2 wt. % Sc "master alloy." The liquidus temperature of 800 °C for this 2% by weight scandium composition makes it easier to produce than higher-scandium master alloy, and it dissolves very quickly in liquid aluminum. Thus, 2% by weight Sc master alloy is the preferred precursor for most of the scandium metal used in aluminum alloys. But there are two recent developments in higher scandium fraction materials.
[0007] First recent development is a high-entropy alloy with composition
Al2oLi2oMgioSc2oTi3o that has about 5.9 GPa hardness with a density of about 2.67 g/cm3 and potential strength/density of about 2 GPa strength (Mater. Res. Lett 3(2):95, 2015): herein incorporated by reference in its entirety)-
[0008] Second recent development is an aluminum with up to 40% by weight scandium that is a sputtering target for reactive sputtering of high-performance AlScN piezoelectric (IEEE Trans. Ferroelectr. Freq. Control 61(8): 1329, 2014; herein incorporated by reference in its entirety).
[0009] The above two applications contain higher fraction of scandium and use of pure scandium metal is preferred for production. Thus, there is a need for an improved technology to produce pure scandium metal.

"Firstly, we should remove the US player from contention. Niocorp is a Niobium project with Scandium credits. Niobium is essentially a monopoly with the Brazilian miner CBMM, controlling over 80% of the market and tolerating Niobec (the producer in Quebec that has an 8-10% market share) so that it does not run into anti-trust problems. CBMM can happily tolerate other miners with tiny Niobium credits being added to the global mix because it can then moderate its own production to maintain price discipline. What it will not tolerate is a new primary Niobium mine of size. This kills dead any prospect of a Scandium by-product flow."
Niocorp has 75% of its niobium in offtake agreements. 25% more under LOI from a US steel maker. 10% of the planned scandium production is also in an offtake agreement with Traxys.
Sounds more like Niocorp is a larger potential producer than he would like to admit!

Seems to me they may be losing some ability to control the market.
Will the Brazilian mines drive down their own profits trying to keep Niocorp from entering the market, or will they welcome Niocorp to help meet the growing demand for niobium which is surpassing supply?

What part of this makes Nightfood a losing proposition?
In April, 2020, the Company successfully negotiated a Debt Incentive Agreement with one of its creditors to whom it owed $731,118. This Debt Incentive Agreement provides for the elimination of the entire debt should the Company make payments in calendar 2020 totaling $166,224 in cash, and approximately 4,000 pints of ice cream. Because this reduction in debt is conditional, the full $731,118.33 is currently included in the liabilities section of our balance sheet. Should the Company make the payment and retire the debt during calendar 2020, The Company would realize a Gain on Extinguishment of Debt of approximately $560,000.
That looks like * $140.00 per pint!
And in 30 days (June 20th) it is Summer!! :)

What evidence do you have that levels of uranium, or thorium will be any higher than in the soil in your own backyard?
Did you find any information that the NDEE was concerned about the levels of either of these?
So when money was thin Niocorp should have done another private placement to get those things checked off, even before the county approved the land for Niocorp's intended use, & even before the state had approved the air permit, right?
How many of the items you listed can be done simultaneously, once the above have been approved?
Wasn,t the surety bond amount lowered a while back due to the onset of construction being further out than originally planned? I would guess that amount can be raised when the time is necessary?

I'm hoping that the NDEQ extended the comment period to May 1st on the Construction & Operating Permits 1 & 2 to give adequate time for additional input that may be related to Niocorp. Input now may streamline / speed things up when it comes time to get the operating permit.
If the NDEQ issues the draft permit this week it would coincide with their May 1st end of public comment period for the above topics.

NDEE is soliciting comments from interested parties during the comment period ending March 6, 2020. NDEE will review and consider all comments received as the agency continues to streamline standardized air quality permit Conditions I and II.
Would seem to me that Niocorp would want the permit issued under the most recent state conditions, not get the permit then experience a delay, & or have to do a significant portion over right after construction started due to changes.
If the state enacts the changes March 9th, that MAY be the start of Niocorps 30 day comment period. Shovels ready April 9th???, or soon after, Hope so :)
