<Quake-hit provinces get ADB loan for rebuildingMANILA -- The Asian Development Bank (ADB) on Friday said its Board of Directors has approved emergency assistance loan valued at US$400 million to rebuild roads and schools that were demolished or badly damaged in the devastating earthquake in southwestern China last year.
ADB said the loan will be used to rehabilitate and reconstruct over 350 roads and bridges, along with 12 schools, in the worst hit counties of Sichuan and Shaanxi provinces.
Last May, an 8.0-magnitude earthquake struck southwestern China, killing more than 70,000 people and forcing 1.5 million residents to be relocated. Direct losses from the disaster are estimated at 852.31 billion yuan (US$124.68 billion), ADB said.
A key element of the reconstruction work is that it will incorporate earthquake-resistant designs, with roads and schools to be rebuilt to a higher standard than the original structures, the Manila-headquartered regional bank said.
Public concerns were voiced about the quality of buildings, including schools, after many collapsed at a blink during last year's earthquake, leaving no time for especially students to escape to safety.
"The primary lesson is that new buildings, including schools, need to be designed to withstand seismic shocks and be built to a higher quality," said Manmohan Parkash, Project Team Leader and Principal Transport Specialist with ADB's East Asia Department.
ADB said the rebuilding of schools to include new facilities, such as dormitories, is expected to boost student enrollment numbers, particularly for girls, while the restoration of roads will help boost off-farm employment opportunities for people in remote areas.
ADB said the loan follows two earlier technical assistance grants totaling US$1.65 million that were given to assess the quake damage and reconstruction needs, and to help the government develop a comprehensive disaster risk management system.
The bank said it will further provide a technical assistance grant of US$700,000 to support agencies overseeing the reconstruction effort. It will also include training for teachers and the establishment of two "model" schools that focus on information and communication technology and natural sciences.
"These two schools will develop a model that can be replicated in other schools in the affected counties," said Parkash.>

Clay,looks like investors will need to wait for the 10K to find out about what's going on. I'm surprised the audit has taken this long, but my guess is that the company must update everything in the 10k by Monday, March 16th.It doesn't look like it's coming any sooner, IMO.

I have the same concerns, only issue is that everything has gone off at 0.0002 (BUYS). If these were shares being dumped on the market, they would have gone off at 0.0001.

<Recovery Begins
Soon after the disaster, stories of child fatalities and poorly constructed schools began to dominate international media coverage. The outrage of families who lost children when school buildings crumbled, many of which were not built to code, prompted the Chinese government to move swiftly toward setting new construction guidelines.
With funding for new schools coming from several national and international sources, the central Chinese government, as well as regional governments, are working together with partner NGOs to ensure new schools are built that follow new safety codes. Because of the strict, new guidelines and the increasing cost of construction materials, most of these school projects cost more than US$1 million. In many cases, smaller schools are being merged together to form new, larger campuses that include students from multiple communities.
Another approach for the recovery has involved a “sister city” program, which pairs cities outside the earthquake zone with affected cities that are working to rebuild. This pairing serves to motivate and focus charitable giving from one city to support the recovery of their sister community. For example, Shanghai has been partnered with Dujiangyan, one of the larger cities hit by the quake, and the expectation has been set that Shanghai and its citizens will share the responsibility for Dujiangyan’s recovery.
Looking Ahead
Recovery is expected to be a long road for many of the affected communities. Temporary camps, which now serve as homes for nearly 3 million people, may be in place for the next 3-5 years as entire towns and cities are rebuilt. New services are needed within these temporary communities to provide access to education, health care, and jobs for the families who must live there.
Based on our recent visits to the region and ongoing discussions with local partner organizations across Sichuan Province, Give2Asia has identified the following three critical needs for the survivors moving forward:
1. Education: Schools are in great need of teachers, teaching support tools, and materials such as books and paper.
2. Income: Many lack a way of earning income. Replacing farm animals, improving farming practices and job training are critical.
3. Housing: There is a big gap between what governments are able to provide and what is needed to put millions into new homes.
