Learning to distinguish inferences from assumptions is an important intellectual skill. Many confuse the two elements.
Inference: An inference is a step of the mind, an intellectual act by which one concludes that something is true in light of something else’s being true, or seeming to be true. If you come at me with a knife in your hand, I probably would infer that you mean to do me harm. Inferences can be accurate or inaccurate, logical or illogical, justified or unjustified.
Assumption: An assumption is something we take for granted or presuppose. Usually it is something we previously learned and do not question. It is part of our system of beliefs. We assume our beliefs to be true and use them to interpret the world about us. If our belief is a sound one, our assumption is sound. If our belief is not sound, our assumption is not sound. Beliefs, and hence assumptions, can be unjustified or justified, depending upon whether we do or do not have good reasons for them.
We humans naturally and regularly use our beliefs as assumptions and make inferences based on those assumptions. We must do so to make sense of where we are, what we are about, and what is happening. Assumptions and inferences permeate our lives precisely because we cannot act without them. We make judgments, form interpretations, and come to conclusions based on the beliefs we have formed.
If you put humans in any situation, they start to give it some meaning or other. People automatically make inferences to gain a basis for understanding and action. So quickly and automatically do we make inferences that we do not, without training, notice them as inferences. We listen to what people say and make a series of inferences as to what they mean.
As we write, we make inferences as to what readers will make of what we are writing. We make inferences as to the clarity of what we are saying, what requires further explanation, what has to be exemplified or illustrated, and what does not. Many of our inferences are justified and reasonable, but some are not.
As always, an important part of critical thinking is the art of bringing what is subconscious in our thought to the level of conscious realization. This includes the recognition that our experiences are shaped by the inferences we make during those experiences. It enables us to separate our experiences into two categories: the raw data of our experience in contrast with our interpretations of those data, or the inferences we are making about them.
Eventually we need to realize that the inferences we make are heavily influenced by our point of view and the assumptions we have made about people and situations. This puts us in the position of being able to broaden the scope of our outlook, to see situations from more than one point of view, and hence to become more open-minded.

Drips of fatty, brown grease that is washed off plates in restaurant kitchens clump together and float in tanks in Berkeley County's main wastewater treatment plant.
The sludge coats the pipes, sometimes to the point of clogging, and it clings to the disinfecting ultraviolet lights to the point that they need constant cleaning.
"It's a waste product that wherever you put it, it slimes and goos everything up," said Micah Miley, director of engineering for the county's Water and Sanitation Authority.
That's a problem that a North Carolina company says it can fix.
EcoPlus Inc. recently worked out a deal with Berkeley County officials to take the grease to a nearby facility, where it will convert the sludge into fuel that power companies can buy and burn in their coal-fired electricity plants.
The company's plan, announced last summer, advanced earlier this year when the two groups agreed on a location for the new facility: 2 acres at the county's landfill near U.S. Highway 52 and Oakley Road. The plant, which would employ between 15 and 20 people, could open by the end of the year, said Phil Hicks, president of EcoPlus. Financing is being arranged for the estimated $4 million project.
The company's conversion process involves adding chemicals and mixing the liquids for certain periods of time, producing a grainy sand that power companies can mix with coal.
"Are we the answer to energy independence?" Hicks said. "No, we can't produce enough energy to do that ... but we're part of the answer."
Hicks said he's looking to expand globally. For now, the company operates one plant near its Charlotte headquarters. He added his company is negotiating with power utilities across the Southeast to buy the product.
"Power companies love the product because it doesn't require them to do anything differently, and it's much cleaner than what they're currently burning," he said.
Berkeley County encouraged the facility by offering to lease its land for a below-market price. And authority officials say they're looking forward to diverting the brown grease to the new facility.
"The only reason we take it is because nobody else takes it," said Colin Martin, the agency's executive director. "If we weren't here, the cost would drive those tanker trucks into dumping, or more of it would end up in the sewer system, where we don't want it."

A. Consideration of an Agreement between Berkeley County and Carolina Renewable Energy, LLC.
Mr. Steve Hively, Director of Operations, Berkeley County Water and Sanitation (BCWS), stated that Carolina Renewable Energy, LLC proposes to construct a facility to receive fats, oils & grease (FOG) from grease traps from restaurants and turn it into a renewable fuel. The facility would be constructed on property currently owned by the County and adjacent to an area that was a pre 1971 landfill. They would lease the property and BCWS would agree to stop receiving FOG at the Lower Berkeley Wastewater Treatment Plant. They would pay BCWS for not receiving the waste, based on the volume. Currently, BCWS is the only facility in the Lowcountry that receives FOG for processing. The material causes many problems at the treatment plant. This agreement would be a win-win situation for the County and Carolina Renewable Energy and it is recommended to enter into this agreement. There is no out-of¬pocket cost to the County for the facility. At this time, BCWS is receiving in excess of 2 million gallons of FOG at the treatment plant at a rate of 12-1/2 cents per gallon. This rate barely offsets the added expense of disposal.
Committee Member S. Davis inquired as to the current disposal of the FOG.
Mr. Hively responded that the FOG is discharged into a screen device into the digesters. It is treated and the liquid goes into the system. The FOG creates many maintenance issues.
Committee Member S. Davis inquired if the cost will out-weigh the benefit.
Mr. Hively responded that the agreement with Carolina Renewable Energy would provide an income and would reduce the problems at the wastewater treatment plant.
Committee Member Fish inquired as the other companies that collect the FOG.
Mr. Hively responded there are no companies in the region that collect the FOG. BCWS is the only company in South Carolina that currently receives FOG. Other wastewater treatment facilities have outlawed the disposal of FOG because of the maintenance issues. This agreement would remove the FOG from the wastewater treatment facility and provides a legal alternative to disposal of the FOG.
Committee Member Fish stated that there is a company that is paying the restaurants for their FOG.
Mr. Hively responded there are companies that retrieve waste oils. There is a market for waste oils. The FOG is wastes that are discharged into the sewer lines from a grease trap. The grease trap waste is contaminated and cannot be reused.
Committee Member Fish stated the agreement is a favorable deal for Carolina Renewable Energy. If the company should cease, then the County would have to purchase the facility at fair market value and pay a $5,000 per month fee to reclaim the process. The company is offering the County 1 cent in excess of 6 million gallons. The property is leased to the company for $1 per year.
Mr. Hively responded the agreement is good for the company and the County. The County has the option and is not guaranteeing to take over the operation. If the County decides to take over the facility, then the County would owe the company the cost of the franchise for their process.
Committee Member Fish stated the agreement states that the County will agree to forbearance of the collection of FOG for five years.
Mr. Hively replied that is only valid while the company is operational. If the company should fail, the County would be able to dispose of FOG without returning them to the wastewater treatment facility.
Committee Member Fish expressed agreement with the most of the language, but requested removal of the $5,000 per month payment.
Mr. Hively stated the $5,000 per month payment was a negotiated from $20,000 per month.
Committee Member Fish stated the amount should be zero. If the company should fail, the County should not have to make payments as an alternative to discharging the waste into the treatment facility.
Chairman Callanan stated the payment is only if the County should take over the facility. If the County did not claim the facility, would the FOG revert back to the wastewater facility?
Mr. Hively responded there would be an ethical and moral obligation to find a solution for the FOG.
Chairman Callanan inquired as to the market volume of the pellets.
Mr. Hively responded that the market will be either Santee Cooper or SCE&G. The pellets have a BTU value of coal.
Committee Member C. Davis inquired if a similar agreement with another company had been considered in the past.
Mr. Hively responded the company was EcoPlus and Carolina Renewable Energy, LLC is a subsidiary for this project. The agreement last year was to begin negotiations.
Committee Member Farley stated that the company may collect FOG outside of the Charleston area. Will the County receive any funds from FOG transported from other areas?
Mr. Hively replied that no funds would be received from FOG that are contracted specifically out of the area. Currently, FOG is received from Florida to West Virginia. Some of the larger facilities will contract haulers to transport the FOG to Berkeley County.
Committee Member Fish inquired as to the definition of the Charleston market.
Mr. Hively responded that BCWS is the only wastewater treatment facility in the tri¬county area that will accept FOG. There is no legislation to limit the FOG to the tri-county area. A manifest and a point-of-origin are required for FOG.
Committee Member Fish stated the contract should not limit the FOG to the tri-county area. The market area has already been established from Florida to West Virginia.
Mr. Hively stated BCWS has been established as a discharge point for several long haulers.
Committee Member Fish stated the contract excludes any FOG outside of the Charleston area. The County is already receiving FOG outside that area and should be compensated.
Mr. Hively stated that any contracts are excluded that are created with any out-of-area haulers other than those already established. If Carolina Renewable Energy enters into a contract with other out of area haulers, then the County would not be compensated.
Committee Member Fish stated that the haulers that transport to BCWS at this time need to be identified in the contract.
Mr. Hively stated in the past, there have been moratoriums put on FOG because of problems at the treatment facility. The haulers were notified of the limits that could be received. The volume is increasing and other alternatives need to be found.
Committee Member S. Davis stated that existing areas need to be explicitly identified so as the County can be compensated. It would be detrimental to the County to leave the contract open ended and the current haulers need to be designated.
Mr. Hively stated the records indicate the current haulers.
Chairman Callanan stated there is no contract with the current haulers. A contract would have to be proactively sought with the haulers and it would not be subject to the Carolina Renewable Energy contract.
Mr. Hively stated that the out of state haulers submit less than 10% of the FOG. According to the number of restaurants in the tri-county area, BCWS should be getting 5 million gallons of FOG per year. The current volume is 2 million. The remaining FOG is being released into sewer lines by improperly maintained grease traps. The grease trap ordinances need to be enforced in the tri-county area. Instead of inspecting the thousands of grease traps in the area, the haulers could be certified. The haulers would then dispose of the FOG at this facility. A restaurant would have a contract with a hauler to pump the FOG on a routine basis and would not be subject to a monthly inspection. This would solve a tri-county problem of FOG in the sewer lines.
Committee Member Fish stated that contract would need to be executed correctly to avoid lost compensation to the County as with the C&D landfill in Charleston.
Mr. Hively stated it would not be a inter-municipal agreement but all the counties would change their ordinances in the same manner to restrict the disposal of FOG to BCWS.
Committee Member S. Davis made the motion to hold the agreement in Committee until the appropriate language can be drafted.
Mr. Hively stated that Carolina Renewable Energy needs a basic intent to enter into a agreement to secure the funding.
Chairman Callanan stated the agreement would have to be approved by Council.
Mr. Hively stated the contract with the revised language would be available before the next Council meeting.
Committee Member S. Davis retracted his motion and moved for approval on the condition that the revised language be presented to County Council before final approval. It was seconded by Committee Member Fish. The motion passed by unanimous voice vote of the Committee.
It was moved by Committee Member Schurlknight and seconded by Committee Member C. Davis to adjourn the Committee on Water and Sanitation meeting. The motion passed by unanimous voice vote of the Committee.
The meeting ended at 7:41 pm.

South Carolina State University has a number of initiatives in the works it hopes may eventually help it reach its long-term goal of being classified as a research institution.
"The sky is the limit," interim Vice President of Research and Economic Development Dr. Leonard McIntyre says. "We're well on our way."
The university recently received the largest grant in its history, a $13 million federal award that will allow S.C. State to produce more than two million textbooks for students in the African nation of Tanzania.
But McIntyre says there could be even more good news on the way.
He said the university is seeking a $25 million federal stimulus grant to produce biofuel. If S.C. State receives the grant, it would be the lead organization in a consortium, along with the Penn Center, the Williamsburg County Development Board and Sentinel Renewable Energy.
McIntyre said the focus of the consortium's work would be producing biofuel from canola seeds. S.C. State officials would conduct the research in Williamsburg, engaging local farmers to grow the seeds. The proposal states it would create 21 new jobs.
McIntyre said the university will know if it has received the grant by late October.

Off Topic

Vulgarity
Profanity of any kind is unacceptable on the stock boards, even when punctuation characters are used to "fill in the blanks" or letters are changed (f**k, azzh*le, etc.). The PG13 rule is loosely used as a guideline to what is/isn't acceptable. The theory is that if society has deemed it appropriate for a 13 year old to hear, it is unlikely that it will be offensive to the majority of Users. Any form of vulgarity directed at another User is unacceptable and should be removed (i.e. "you're a sh*thead", "being an a** doesn't help your case").
Author Asked to Remove
Wwhen a Member has specifically asked that a post be removed and has cited a valid reason for removal, such as accidentally revealing personal information. This is an occasional accommodation and is not to be used to "mask" the removal of bona fide TOU violations.
Violation of Privacy
Posting of what the member believes to be any personally identifiable information (email, real name, phone, address, etc.) about another User or posting the contents of a private message. For example, if a Member posts that "XYZDownDaDrain is actually Bob Smith", whether the information is accurate is a moot point. The Member was trying to disclose personal information. Posting or referring to the contents of private messages without the author's prior consent is considered a violation of privacy and can get you suspended or terminated from the site.
Threat
A Member threatening any other Member in any fashion and threats of violence or physical harm against anyone.
If a post does not fit into any of these categories the post must not be removed.
Banning Posters and Requesting Sanctions

Deletion Review
All Members have visibility to their recently removed posts and in most cases the ability to request a review of any removed posts they believe were done in error. AIDS breakthrough: African study offers hope to women by helping prevent HIV, herpes

For the first time, a vaginal gel has proved capable of blocking the AIDS virus: It cut in half a woman's chances of getting HIV from an infected partner in a study in South Africa. Scientists called it a breakthrough in the long quest for a tool to help women whose partners won't use condoms.
The results need to be confirmed in another study, and that level of protection is probably not enough to win approval of the microbicide gel in countries like the United States, researchers say. But they are optimistic it can be improved.
"We are giving hope to women," who account for most new HIV infections, said Michel Sidibe in a statement. He is executive director of the World Health Organization's UNAIDS program. A gel could "help us break the trajectory of the AIDS epidemic," he said.
And Dr. Anthony Fauci of the U.S. National Institutes of Health said, "It's the first time we've ever seen any microbicide give a positive result" that scientists agree is true evidence of protection.
The gel, spiked with the AIDS drug tenofovir, cut the risk of HIV infection by 50 percent after one year of use and 39 percent after 2 1/2 years, compared to a gel that contained no medicine.
To be licensed in the U.S., a gel or cream to prevent HIV infection may need to be at least 80 percent effective, Fauci said. That might be achieved by adding more tenofovir or getting women to use it more consistently. In the study, women used the gel only 60 percent of the time; those who used it more often had higher rates of protection.
The gel also cut in half the chances of getting HSV-2, the virus that causes genital herpes. That's important because other sexually spread diseases raise the risk of catching HIV.
Even partial protection is a huge victory that could be a boon not just in poor countries but for couples anywhere when one partner has HIV and the other does not, said Dr. Salim Abdool Karim, the South African researcher who led the study. In the U.S., nearly a third of new infections each year are among heterosexuals, he noted.
Countries may come to different decisions about whether a gel that offers this amount of protection should be licensed. In South Africa, where one in three girls is infected with HIV by age 20, this gel could prevent 1.3 million infections and 826,000 deaths over the next two decades, he calculated.
He will present results of the study Tuesday at the International AIDS Conference in Vienna. The research was published online Monday by the journal Science.
"We now have a product that potentially can alter the epidemic trends ... and save millions of lives," said Dr. Quarraisha Abdool Karim, the lead researcher's wife and associate director of the South African program that led the testing.
It's the second big advance in less than a year on the prevention front. Last fall, scientists reported that an experimental vaccine cut the risk of HIV infection by about 30 percent. Research is under way to try to improve it.
If further study shows the gel to be safe and effective, WHO will work to speed access to it, said its director-general, Dr. Margaret Chan.
The gel is in limited supply; it's not a commercial product, and was made for this and another ongoing study from drug donated by California-based Gilead Sciences Inc., which sells tenofovir in pill form as Viread. If further study proves the gel effective, a full-scale production system would need to be geared up to make it.
The study tested the gel in 889 heterosexual women in and near Durban, South Africa. Researchers had no information on the women's partners, but the women were heterosexual and, in general, not in a high-risk group, such as prostitutes.
Half of the women were given the microbicide and the others, a dummy gel. Women were told to use it 12 hours before sex and as soon as possible within 12 hours afterward.
At the study's end, there were 38 HIV infections among the microbicide group versus 60 in the others.
The gel seemed safe -- only mild diarrhea was slightly more common among those using it. Surveys showed that the vast majority of women found it easy to use and said their partners didn't mind it. And 99 percent of the women said they would use the gel if they knew for sure that it prevented HIV.
This shows that new studies testing the gel's effectiveness without a placebo group should immediately be launched, said Salim Abdool Karim. The only other study testing the gel now compares it to placebo and will take a couple more years to complete.
The study was sponsored by the Centre for the AIDS Programme of Research in South Africa, or CAPRISA; Family Health International; CONRAD, an AIDS research effort based at Eastern Virginia Medical School; and the U.S. Agency for International Development, or USAID.
Gilead has licensed the rights to produce the gel, royalty-free, to CONRAD and the International Partnership on Microbicides for the 95 poorest countries in the world, said Dr. Howard Jaffe, president of the Gilead Foundation, the company's philanthropic arm.
The biggest cost of the gel is the plastic applicator -- about 32 cents, which hopefully would be lower when mass-produced, researchers said.
Mitchell Warren, head of the AIDS Vaccine Advocacy Coalition, a nonprofit group that works on HIV prevention tools, said the study shows a preventive gel is possible.
"We can now say with great certainty that the concept has been proved. And that in itself is a day for celebration," he said.
