yes, it occasionally does happen. and it happens all the time when there is no float left. you watch all the stocks with D's on em the first day they trade after a RS you'll see.
even after a 500/1 would be .25 with a 1.3m total OS and pretty much no float, so it would seem to me it could likely go up even IF they do the RS

Its how they finance all kinds of aspects of the business, from acquisitions, to development costs to employee retirement plans and bonuses.
and once there is significant revenue being created, and the company matures, they usually pay dividends to shareholders. and if the company doesn't make it, the shareholders lose everything. that's just how the markets work. just look at Kodak.
