Non A-Z Initiatives
24. The US Technical Lead provided a summary of the non A-Z initiatives (Enclosure 10) including:
a. Efficient XML (EFX)
b. HAIPE
c. Hastily Formed Covered Networks
d. SANSWIRE Skysat
Levels of interest.
25. The WG discussed the A-Z initiatives in detail and sought levels of interest from each nation for each initiative. A lead nation and POC was assigned to each initiative. The resulting matrix is included at Enclosure 11.
VM WARE
26. CA provided a brief on the VM Ware initiative (Enclosure 12), including an explanation of VMWARE - In essence, virtualization lets you transform the hardware resources of an x86 or Intel based computer into software. A virtual machine encapsulates an entire server environment in a file, making it possible to rapidly save, copy and provision a virtual machine. Full systems (fully configured applications, operating systems, BIOS and virtual hardware) can be moved quickly from one physical server to another for maintenance and continuous workload consolidation. Multiple virtual machines share hardware resources without interfering with each other so that you can safely run several operating systems and applications at the same time on a single, host computer. It was emphasized that VMWARE will not reduce software licensing costs nor secure the servers.
27. VMWARE was summarized. The Enterprise product, ESX Server installs on the bare metal hardware and includes a proprietary file system. The Virtual Machine File System (VMFS) which is a high performance cluster file system provides storage virtualization that is optimized for virtual machines. Alternately the free VMWARE Server installs on existing server Operating Systems (Linux or Windows) and partitions a physical server into multiple virtual machines by abstracting processor, memory, storage and networking resources.
28. An overview of the benefits of VMWARE was presented and the scope of task outlined, which includes:
a. Identify existing platforms to re-cycle as Virtual Machine Hosts;
b. Determine whether to use the ESX Server or VMWARE Server. VMWARE has offered appropriate licenses and assistance for either;
c. Determine which servers are candidates for virtualization (eXML proxy, AIS2GOLD); and
d. Determine the performance metrics for experimentation.
29. Although some nations are already operating Virtual Machine technology on their national systems, it was agreed to experiment with VMWARE, particularly with the high availability features. More specific information on VMWARE is included at Enclosures 13 and 14.
Embedded Event Manager (EEM)
30. AU provided a brief on EEM (Enclosure 15). The term embedded management is used describe the software subsystems within Cisco IOS Software that help manage, monitor, and automate actions within a router or switch running Cisco IOS Software.
31. AU has done some work investigating how EEM can be deployed. The EEM could be used as a standalone tool or in conjunction with MTR Solution to either simply monitor events or to dynamically change/modify network. At this stage AU intends to primarily use it for event monitoring rather than dynamic configuration.
FIRE Website
32. The WG developed the Objectives, Questions and the System Measures for the agreed initiatives and uploaded them into the FIRE Website, a copy is included at Enclosure 16.
33. The leads for the NETEX development were agreed; LCdr Don Allan (CA) will lead the Operators syndicate and John Chan (US) will lead the Technical syndicate.
AIS2GOLD
34. CA provided a brief on AIS2GOLD (Enclosure 17). The brief included a summary of the TW AIS2GOLD experimentation goals. AIS2GOLD will allow the connection from unclassified AIS system to classified systems. The advantages of this are:
a. The ships avoids manual data entry and is able to share data with coalition ships
b. The recognized maritime picture (RMP) is able to obtain AIS data detected by ship using existing communications.
35. In summary, AIS2Gold is a cheap and simple system that allows AIS data to be put into C2 systems like GCCS and MCCIS. It allows for sharing of AIS data within a coalition of vessels using existing infrastructure.
36. The software for the AIS2Gold system was developed jointly by N6 and DRDC Atlantic. All relevant source code is owned by these agencies, therefore government owned IP.
NETEXS/survey questions
37. The EWG broke into technical and operations syndicates to develop the NETEXs and survey questions. It is expected this work will continue through to the next EWG.
Chairman’s Outbrief
38. The Chairman provided his out brief (Enclosure 18). He summarized the agreed initiatives and reviewed the objectives and questions for each one. An overview of the TW08 IPC was presented.
39. The Chairman outlined the challenges facing the WG in the lead up to the next meeting, and asked that nations be prepared to report their National participation levels for both A-Z and non A-Z initiatives, and present their initial TW ship riders and augmentation requirements. The intention is to review the technologies, objectives, and questions and modify these where necessary. The primary goal for the next EWG will be the development of a detailed RR LOE Plan.
40. In closing, the meeting schedule was updated, with the next event being the TW08 IPC 27-29 Aug and the next EWG (08/3) to be held in San Diego 26-30 Nov 07.

14. NZ summarized their proposed participation in TW08, included at Enclosure 6. these include the DNOC at JISA South, Porirua, a TACNOC at Devonport Naval Base, Auckland, a MOC at HQ JFNZ, Trentham, with HMNZS Te Kaha at sea in the Hauraki Gulf and a virtual ship at the Whangaparaoa Peninsula.
15. The proposed NZ initiatives include:
a. CMFP Core services;
b. AIS2Gold;
c. Virtual Servers;
d. Black Routing with QoS over MIPN using Wi-Fi and/or Cellular network and/or C-band Satellite;
e. Expanded MOC footprint; and
f. UHF SNR. NZ will not be conducting a ‘NZ only’ SNR trial however will consider a trial if AU is interested in participating .
16. NZ closed their brief by providing an overview of the NZ Scientific community involvement and outlining some of the challenges being faced at present, including funding, personnel and accreditation issues.
United States
17. The US provided a technical update brief (Enclosure 7). The brief summarized the participating ships, including:
a. USS BON HOMME RICHARD,
b. USS NEW ORLEANS,
c. USS MILIUS,
d. USS CHUNG-HOON,
e. USS CROMMELIN,
f. USS LAKE ERIE,
g. USS PAUL HAMILTON,

18. In addition, an LPD or LSD will participate but platforms are not yet identified. The vessels tentatively identified are USS RUSHMORE or USS GERMANTOWN. USS GEORGE WASHINGTON (CVN-73) will also be available for limited test of applications, but no major network initiatives.
19. The accreditation issues were summarized and the US TW08 installation milestones outlined. In closing, the US overviewed the FIRE website requirements for TW08.
United Kingdom
20. The UK presented national update (Enclosure x) which outline the UK level of participation, which is likely to include a virtual ship, HMS Dauntless. There is currently a slight potential for HMS CHATHAM to participate from its Far East Deployment. The UK focus mainly on the coalition initiatives, including Efficient XML, VMWARE, SNR/MTNC2 interop, and CND. The UK indicated there is a particular interest in:
a. HADR: Systematic Software Beacon;
b. Telesto: White shipping fusion software;
c. MHQ w/MOC: Observation or use only existing networks;
d. Coalition FIRES
21. The UK level of National involvement was outlined and the challenges currently being faced where presented, including manning Engineering Support issues (limited SME availability and funding.
A-Z Initiatives
22. The A-Z Technical lead summarized each of the proposed AZ technologies for TW08 (Enclosure 9), including:
a. Bearers
(1) Wideband SNR,
(2) Multiple Ad Hoc Subnet CONOPS,
(3) Spatially Aware Networks (SPAWN).
b. Routing
(1) Policy-Based Traffic Management (AMBTN spiral),
(2) IA/CND for LOS/ELOS,
(3) WAN Optimization.
c. Applications & Services
(1) EMIO Data Reduction via iORA, JPIP, NxPLite,
(2) Directory Services Integration (Global Address List).
23. The initiatives to be tested in the Laboratory only were presented:
a. Wideband SNR,
b. WAN Optimization,
c. Pchat lab testing over SNR and HFIP,
d. JPIP Client lab testing over SNR and HFIP,
e. iORA testing over HFIP - unable to do so in TW07, and
f. XMPP / SAMETIME Gateway - laboratory testing of IM interoperability capability.

7. AU presented the following areas of interest for TW08 (Enclosure 4). AU opened their National brief (Enclosure 4) by presenting a list of candidate initiatives, including:
a. GCCS 4
(1) Inform GCCS 3 replacement capability,
b. Maritime Vessel ID System (MVIS),
c. WAN Optimisation Capability
d. UHF Replacement Radio
e. QoS & VoIP Capability
f. SNR:

(2) Include MPA thru NUW activity?

8. The AU level of participation was outlined however it was emphasized that this is tentative at this stage and is likely to change somewhat before execution:
a. RIMPAC (AOR, LSH, FFH);
b. EAXA (FFG or FFH); and
c. Virtual Ship (HMAS WATSON, Sydney).
9. AU stated that their TW08 installations will be completed under ship’s trial documentation and an Interim Authority to Operate (IATO) only. AU provided a summary on other initiatives they may be interested in pursuing in TW08 including the Embedded Event Manager (EEM), and an MLTC solution.
Canada
10. CA provided an update (Enclosure 5) and included their level of participation, including two Halifax Class ships participating in RIMPAC 08 and TW08 enroute to Hawaii. Both units will have SNR installed however at this point the details of ships are not known.
11. CA expects to participate in the following objectives:
a. Directory Services Integration (Global Address List);
b. XMPP / SAMETIME Chat Gateway;
c. AIS2GOLD: Canada is sponsoring this initiative;
d. Multiple ADHOC Subnets: Canada will be involved inasmuch as possible, most likely during RIMPAC execution;
e. IA/CND: Canada will most likely introduce a firewall on the CENTRIXS server in the ships involved with TW08 and assess the impact it has on the connectivity;
f. Efficient XML; and
g. VMWARE
12. CA indicated that it may also participate in the following objectives:
a. MHQ with MOC - Operational level information sharing;
b. EMIO - wireless link from Boarding Team to ship
13. CA summarized the Networked Underwater Warfare (NUW) and Multi-Sensor Integration within a Common Operating Environment (MUSIC) technologies. CA believes the real strength of NUW lies in its ability to share sensor information near real-time, however without policies to enable the sharing of sensor data across the coalition network, NUW could not achieve one of its main objectives, that being the integration of tactical sonar data into a coalition RMP via OTH-GOLD messaging. It is believed that MUSIC may not be mature enough for TW08 however it may be brought forward for TW09.

introduction
1. The Chairman opened the meeting by welcoming delegates to the second Experimentation WG (EWG) meeting for Trident Warrior 08. A list of attendees is included at Enclosure 1 and the Agenda is at Enclosure 2. Mr. Jordon provided the domestic brief for the meeting.
EWG CHAIRMAN’S REPORT
2. The Chairman provided an update brief on TW08 events since the last meeting. The brief (Enclosure 3) provided a summary of the focus areas for A-Z experimentation. He provided an outline for the meeting, including the requirement to review both the A-Z and non A-Z technology proposals; identify the Lead nation and personnel for each technology. It is also intended to develop the initiative Objective Statements and Experimentation Goals for each initiative in the FIRES website and also design the initial Risk Reduction Limited Objective Experiment (RR LOE) goals. The final objective for EWG 08/2 was to discuss TW08 IPC goals.
3. The Chairman recapped the AUSCANNZUKUS role in experimentation and outlined the A-Z Experimentation Plan endorsed by the Supervisory Board in May 07. There is a requirement to A-Z experimentation areas for 2010.
4. An overview of TW08 was provided; the intention is to conduct TW08 in two phases; Phase 1 is the Technical phase to be conducted during the transit to Hawaii with phase 2, the Cognitive phase, being conducted during Scenario of RIMPAC. The integration of TW 08 with RIMPAC 08 aims to leverage mutual use of networks. The networks include SCI, SIPR, NIPR, CENTRIXS, and UNCLAS.
5. The Chairman’s closed his update by presenting an overview of the TW08 Technologies by initiative area and provided an update to the TW08 schedule.

6. Nations presented their respective national updates.

The function of a regional gateway is to provide an interface between the country where it is located and the land-based network.
I could not come up with a reason for a flying surrogate ground station until I read this in the article you posted.
A gateway may be independent if it receives its own unique set
of channels or a redundant gateway if it receives the same set of channels as at least one other gateway.
I believe it is going to be used as a redundant gateway for wireless to wireless connections.
The process now is wireless signal travels to the satellite, down to ground station, back to satellite or ground tower, then on to recipient wireless device.
GEO satellite systems, located at an altitude of 35,800 kilometers above the Earth gives you a travel distance of 143,200 km (89,000 mi) versus strat 20 km (12.5 mi). Sure the distance could be cut in half if you use ground cell tower but travel distance is 71,600 km (44,500 mi).
I did a overview on energy consumption, turbine generation, solar cell production, and helium storage. the 2.1mw reflects the total energy consumption during a 14 hr nighttime period with all engines running full throttle. That's not going to happen.
