For what it's worth, below is a link to the latest "Position - Dilution of Precision" (PDOP) map from FAA WAAS monitoring.
You can see there are areas of signal degradation on the east side of Finland, east central Alaska, west Greenland and some in Siberia. Also several in the Antarctic region.
What pilots will see when they enter those areas is an annunciation of degraded performance and they aren't supposed to rely on GPS for primary navigation.
Someone in a news agency probably saw that Helsinki FIR NOTAM and read something a little more sinister into it. It's probably got more to do with Solar Coronal Eruptions than it has with Putin...

Those NOTAMS are not terribly unusual. There has been an uptick in solar activity the last few days, and that region is pretty far north (the closer to the poles you get, the more solar activity affects things) so that may be all there is to it...

Not really. It was largely ignored by the public at the time and no real efforts were even made to preserve it until the latter part of the 19th century.
