For the most part. We will occasionally need to take a server down and can tell the load balancer to shift people over to a different one.

Go to Advanced Search (it's on the Home Page), select "Public Messages", under Author Criteria, select the person (you have to have them people marked for them to show up in the drop down list), then under Board Criteria pick the board (has to be board marked for it to show up in the list), then click "Submit Search".
I marked it as a "keep" for future consideration.

The site uses hardware load balancers. As you log in, it looks at which server is least busy at the time and assigns you to that server. You stay assigned to that server for the duration of your session.
I'm playing 20 questions with London to get that fixed. Bear with me ;)
The server can tell where you're from to a certain degree. It's called geotargetting - it's based off of your IP address.
Minor correction, SI won't be moved until next week. We had originally planned to move SI this weekend, but since the site was a bit unstable this week, we're giving it another week of shakedown before we add another layer of complexity into the mix ;)
Server 4 is quite robust. In fact, it reminds me of Matt in his prime ;)
The instability earlier this week turns out to have been caused by a feature we paid extra for on the database server (TCP offloading for the geeks in the audience). Once we turned that off, the site immediately started humming along.
We're continuing to monitor it quite closely but all looks well so far.

You might try booting up with a rescue CD and taking a whack at it. I ran across BartPE a few years ago and keep one handy. Here's a link to a modified BartPE disk. They're kind of involved to make, but worth the effort if you're having problems.

In a nutshell, BartPE and CDs based from it allow you to boot into a clean Windows OS off of a CD and run various utilities.

Hmmm... everything seems to be humming along at the moment. We're up on 3 servers, the db server looks happy, response times seem to be good. Let me know if it happens again.

It's linked at the bottom of every page ("User Agreement"). If you hover your mouse over the link you'll see a tooltip telling you this is also known as the Terms Of Use.
Also, every time you post, off to the right side is a TOU refresher (TOU being of course Terms of Use).

Not necessarily. It's definitely a cheaper platform which is a big part of why you see it touted so highly. Win2K3 is quite stable. The problems we've been having have had nothing to do with the OS and everything to do with nic drivers.
If you've used Linux at all, you know that usually device drivers for Windows are of better quality than device drivers for Linux simply because device drivers come from the device manufacturer - who pay more attention to market share than to what's considered the "cool" OS du jour. So, Windows drivers are written first and maybe if you're lucky there will be Linux drivers later ;)

Sorry Fred, there appears to be a problem with the dbservers nic drivers that didn't appear until we pointed more servers at it. In order to speed up access for everyone, I told the load balancers to fall back to one server.
