Not necessarily. It's definitely a cheaper platform which is a big part of why you see it touted so highly. Win2K3 is quite stable. The problems we've been having have had nothing to do with the OS and everything to do with nic drivers.
If you've used Linux at all, you know that usually device drivers for Windows are of better quality than device drivers for Linux simply because device drivers come from the device manufacturer - who pay more attention to market share than to what's considered the "cool" OS du jour. So, Windows drivers are written first and maybe if you're lucky there will be Linux drivers later ;)
