And? Was Lincoln always right? I don't think so. Obviously, a graduated income tax is fairer to ordinary people. Tariffs on ALL imported goods hits the poor and the middle class like a ton of bricks.
But in fact, Lincoln DID impose an income tax:

First of all, Kamala was and still is the vice president. Like every other VP, she has no real power.
Second, when he was president, Trump did not impose across the board tariffs on imported goods. He applied selective tariffs on specific products from specific countries. Biden maintained some of them, particularly the ones on Chinese tech stuff.
But obviously, the kind of tariffs Trump is now recommending would be a disaster. Again, I'll suggest you read up on Smoot-Hawley.
