I know for a fact that because something shows as a sale doesn't mean it was a sale-regardless of the price. I have sold and have seen my transaction show up as a buy and vica versa. MM's playing games imo.

Chinese pair join West Africa asset sale

China National Overseas Oil Corporation (CNOOC) Ltd and Sinochem are preparing separate bids for the West African oil and gas assets of US company Devon Energy, in a deal valued between US$1.5 billion and US$2 billion, according to a local media report.
Other interested parties include the UK's Tullow Oil, India's Oil and Natural Gas Corporation (ONGC) and Canada's Addax Petroleum, the South China Morning Post said today, citing unnamed sources.
Devon will provide detailed data on the assets to interested parties next week, and bids are expected in early July, the paper said.

Nigerians 'to launch new round'
Nigeria is still planning to launch its licensing round in the next
two weeks, although details will not be given until Energy&Power
Minister Edmund Daukoru returns from an overseas trip, writes Barry
Morgan.
The round is set to cover about 30 onshore and offshore blocks.
However, many industry officials doubt that any kind of licensing
programme can be successfully carried out before April's national
elections.
The round has been delayed amid speculation that the exercise will be
pushed back until after the elections.
Delegates at this week's Pennwell: Offshore West Africa Conference,
held in Abuja, suggested oper-ators and contractors were wary of
participating in any round with no guarantee that the ground rules
would not change again with a new administration.
When Olusegun Obasanjo came to power in 1999, he unilaterally
abrogated 16 offshore licences awarded under the previous military
transition government of then head of state General Abdusalaami
Abubakar.
It is understood that Asian players, especially state owned oil
companies from China, India, South Korea and Malaysia, are waiting
for allocations in exchange for downstream investment commitments
currently under negotiation.

Ditto. The court rejected these arguments among others. Happens all the time. There are actually some good reasons for keeping affidavits sealed-not saying they apply re ERHC, but Big Bro needs room to get the bad guys.
EE-And that was one of ERHC's arguments in court. They lost.

IMO, Big oil was behind the STP AG's report. Was done w/o Menenzes approval. I'm betting that the STP AG's request was just part of it. The truth will hopefully come out in the future.
EE BASS-It is the million dollar question. I don't know if there is a legal time limit on unsealing affidavits. My guess is that there is not and it need not be voluntarily unsealed. Even if the DOJ formally announced that they are dropping their investigation, my guess is that the affidavit will NOT be unsealed, atleast not without a court order to do so.
The DOJ has sealed the underlying affidavit used to issue a search warrant on ERHC. ERHC's lawyers tried unsuccessfully to un-seal the affidavit. That is one document I would love to see one of these days. It holds the key to why the investigation was instigated in the first place.
I don't agree that the raid on ERHC's offices was about Jefferson. If anything, Jefferson was a by-product. The DOJ investigation, imo, was the result of some of the big boys being po'ed that they did not fare better in the awarding of licenses. In particular, it is my opinion, and I believe it was reported in the Nigerian press, that Anadarko is at the root of the investigation. Luckily, and rightfully so, STP and the Nigerians stopped it in its tracks in their own countries. Nigeria refused to cooperate and Menenzes canned the biased AG who made the request to the DOJ/SEC.
There is no S/L on investigations. Practicaly, however, the S/L on the underlying "crime" being investigated will generally dictate the length of the investigation. Once an indictement comes in on a company or an individual, then I believe the Federal Rules time limits on prosecution. I know there are some seasoned lawyers on this board who could comment further.

You asked, I think, how it is determined who gets the oil within the blocks-ie, state oil co's, etc... The JOA's provide the mechanism for determining all that.
Everything is governed by the Joint Operating Agreements executed between the partners of the blocks. eom
