There can be no doubt that the act will help network builders. It includes provisions to speed up the process of obtaining permits from landowners, albeit at a more watered-down level than many had hoped, and to run networks into buildings, for example. It also includes an extension to intra-EU retail price caps, which were due to expire on 14 May. The current caps of €0.19 per minute for voice calls and €0.06 per SMS message will now run until 30 June 2032. The EU is aiming for full gigabit coverage by 2030 and 5G networks in all populated areas by 2030. It recently published a State of the Digital Decade report which showed that at present fibre networks reach just 56% of households, while 5G covers 81% of the population, dropping to 51% in rural areas. So there's certainly some way to go, particularly when you consider that much of the low-hanging fruit has already been picked.
The EU has often quoted a figure of €200 billion as the necessary investment required to meet its coverage targets, so there's much more at play here than rules governing permitting and so forth.
Industry bodies ETNO, ECTA, GIGAEurope and the GSMA have made their feelings clear on the act in recent months: namely that the content of the act has been diluted far too much compared with what was first presented by the European Commission in early 2023. The industry is now looking to the next Commission – elections are due to take place later this year – for further development of infrastructure rules.

It’s the latest complication for the Chips Act, which became law in 2022. The Commerce Department has emphasized that it doesn’t want to give any company a penny more than needed. The agency only has $39 billion in grant funding to build a portfolio of projects spanning large-scale manufacturing, smaller-scale supply chain efforts, and commercial research and development.
That’s a lot of taxpayer money, but it’s a drop in the bucket for the overall chip industry. Advanced chipmakers alone have requested more than double the money set aside for them. And more than 600 firms have expressed interest in federal grants. The Commerce Department also has a loans and guarantees pool worth $75 billion, but the companies aren’t all interested in that financing.

The Commerce Department has already announced three awards to firms that manufacture older-generation chips, including a $1.5 billion grant to GlobalFoundries, which is among the top suppliers of older processors to the US military.
GlobalFoundries lobbied against the defense provision for Intel as government funding bills moved through Congress last week, according to people familiar with the matter. Some lawmakers have also expressed concerns about relying on just one company — Intel — to make cutting-edge chips for the most sensitive US government applications.
Right Approach?
In a statement, GlobalFoundries said it doesn’t believe Intel’s sole Secure Enclave designation is the right solution.
“GlobalFoundries has been a secure chip provider for decades,” a company spokesperson said. “We appreciate the US government’s effort to address the challenge. We have a proven approach.”
The Chips Act received bipartisan support, fueled by concern that a faltering domestic semiconductor industry was a national security problem — particularly in light of Washington’s growing rivalry with Beijing.

One of the unique key features of 802.11be is the multi-link operation (MLO), which allows for simultaneous connections to different bands. On top of higher throughput due to link aggregation, MLO improves reliability, enhances band steering and load balancing, and reduces latency. Latency-sensitive applications and applications that require more deterministic connectivity are also supported thanks to the stream classification service (SCS) feature. Wi-Fi 7 is already gaining momentum, and many manufacturers — including original equipment manufacturers (OEMs) — have announced the availability of chipsets and solutions. The Wireless Broadband Alliance (WBA) has just released a report that explores how Wi-Fi 7 will transform the way people worldwide live, work, learn and play. The report is available as a free download from the WBA.
Preparing for the Next Generation of Wi-Fi While WFA focuses on developing Wi-Fi 7 certification to ensure product interoperability, IEEE 802.11 is initiating the development of the next IEEE 802.11 amendment, known as 802.11bn (likely to be marketed as Wi-Fi 8). It typically takes several years to complete 802.11 amendments, and the finalization of 802.11bn isn’t expected before 2027 or 2028.
IEEE 802.11bn will focus on reliability, including increasing throughput at range, reducing tail latency and supporting seamless/near-seamless roaming/mobility. It will also provide schemes to reduce access point (AP) power consumption as regulators around the globe address customer premises equipment (CPE) power consumption.
