Perhaps I can provide one reason of justification as to why no action. By now they must have come to the realization that a salvage operation (excavation process) cannot be performed in 80 feet of water off of a 28 ft. (?) sport boat platform. I would have to assume they've prepared to work off of a appropriate vessel for the job.
These people have no experience at all in the salvage business. Never found or worked a Spanish Colonial period shipwreck, yet alone in 80 feet of water.
Scans are done?? I don't think so and my guess is that's the holdup. IMO it's all about the SeaSearcher tech working as developed and I think Juno is giving them some trouble. Not the results of the tech but the actual using it on the site.

I'm just guessing but there has to be disgruntled shareholders calling in each week as this drags on. I'm pretty sure there are shareholders that have sold shares thinking that they already began digging at Juno and found nothing. That just is not the case. It should help to let investors know what's going on.

What is also strange is that people used archival research to identify a valuable wreck, where it sank, what was on it, before ever starting to look. The records were right there in the archives. Not lost or mixed up or anything else.
There’s not a shred of archival evidence suggesting an important or valuable galleon was lost at Juno. But Kyle says MFT thinks there could be $15 billion there, yet MFT denies it.

SFRX has stated publicly that they have seen non-ferrous (ie treasure) targets at the Juno wreck site from scans done on a small part of the site. They are to scan the rest of the site with the new tech as weather, currents and the technology itself will allow. I believe Raider can better detail what metals were found on mid-1599 ships but I think they are iron, lead, gold and silver primarily. Obviously the technology rules out iron so what are you left with?

On a side note, I was told by someone familiar with the wreck, that the communications cables are outside the wreck area, so that may not be what gave the hit as I suggested. It could be copper sheathing, cookware, or navigational equipment.
Regardless, they've claimed the device identifies and differentiates metals, but why didn't they identify the metal(s)?

The DHR is issuing a 3-year extension for permit numbers 2016.05 and 2014.04 to Seafarer's Quest LLC, which will extend the permits to March 1, 2022 and January 14, 2022, respectively. The permit allows Seafarer the ability to dig and recover the designated site at Juno Beach, Florida using propwash deflectors (blowers) and dredges including other smaller specialized digging equipment for sensitive archaeological work.

TAMPA, Fla.--(BUSINESS WIRE)-- Seafarer Exploration Corp. (OTCBB:SFRX.ob - News) announced a Hillsborough County Jury rendered a verdict on April 5th 2011 at 4:45 pm in favor of Seafarer for $5,080,000.00 in compensatory damages. After two days of evidence had been presented in court, a jury determined that hundreds of on line posts written by Sean Murphy under the screen name of "Floridatreasurecapt" were false and caused a decrease in market price. Seafarer believes collecting any or all of the damages will be difficult to do, but will continue to try to collect until paid in full.
