Perhaps I can provide one reason of justification as to why no action. By now they must have come to the realization that a salvage operation (excavation process) cannot be performed in 80 feet of water off of a 28 ft. (?) sport boat platform. I would have to assume they've prepared to work off of a appropriate vessel for the job.
These people have no experience at all in the salvage business. Never found or worked a Spanish Colonial period shipwreck, yet alone in 80 feet of water.
