KNDI pros and cons
Pros:
- KNDI is cheap, with a market cap close to its working capital (297.3 million dollars as of June 30, 2021). Yahoo Finance currently shows a market cap of 346.908 million and a stock price of 4.57.
- KNDI has a growing business supplying hoverboard parts to DGL Group
- It looks like KNDI is starting to have some success selling electric golf carts
- KNDI has proven that it can design and build electric vehicles
Cons:
- The K23 and K27 NEVs are impractical and the K32 UTV might be too expensive for the UTV niche and not practical for the typical pickup truck buyer
- Kandi's handling of K23 and K27 normal speed EV launch has damaged its brand. Some people have put down deposits for these vehicles more than a year ago and are still waiting for news. Kandi needs to do a better job of communicating its progress in getting DOT approval for its vehicles rather than leaving buyers in limbo.
- At this point, I am left with the impression that while Kandi is capable of manufacturing electric vehicles suitable for use in China, it seems to be having a lot of difficulty overcoming the obstacle of getting DOT approval in the U.S. to allow its vehicles to be driven faster than 25 mph on roads.
I think Kandi ultimately will survive as a manufacturer of hoverboard parts and golf carts, but I am pessimistic about the future performance of the stock because Kandi can burn through a lot of capital through unsuccessful efforts to launch more ambitious vehicles in the U.S. I think Kandi might be worth a look in the future if can demonstrate that it can obtain DOT approval to allow its vehicles to be driven faster than 25 mph on roads. Right now, I think Kandi is just a gamble. KNDI would jump on news of DOT approval, but it's hard to guess when or if that might happen.

What should Kandi work on next?
The obvious things for Kandi to work on next would be developing a version of the K32 UTV that would be allowed on highways and developing versions of the K23 and K27 NEVs that would be allowed to be driven at speeds greater than 25 mph in the U.S. However, Kandi could pursue a different direction instead of or in addition to developing mass-market electric vehicles.
The K32 UTV appears to be mainly suitable for agricultural and forestry uses. Kandi could try to develop other kinds of machines for the agricultural equipment market.
"Quality farm equipment is getting hard to find amid the supply chain shortage, many farmers and experts said, and its scarcity is driving up prices and raising questions about whether farmers' harvests and next year's planting season could be affected.
Some farmers are concerned that the shortage could grow worse after 10,000 John Deere workers went on strike last week. The company had reported record profits this year, and United Auto Workers union members walked off the job at 14 manufacturing plants when it refused to raise wages above 6 percent."
The farm equipment parts business could also be attractive.
"Tim Riley, an organic farmer in western Kansas, said he and other farmers around him have had to get creative because of the parts shortages and the challenges of fixing their own equipment."
"Everett, who operates the auction house in Iowa, said he knows multiple farmers who bought new John Deere combines more than eight months ago who still haven’t gotten them and bought different combines just to get through the season.
At times, he's been able to encourage farmers to buy two of the same tractor and cannibalize one for parts."

crash-testing Kandi vehicles
I think the main thing that is holding Kandi back from selling vehicles in the U.S. that are allowed to be driven on highways is meeting U.S. crash-testing requirements. However, see https://www.consumerreports.org/car-safety/some-cars-will-never-be-crash-tested-crash-test-ratings/
"Nearly a half-million passenger cars and SUVs sold each year have not been crash-test rated by the two main organizations that conduct independent assessments: the federal National Highway Traffic Safety Administration, which uses a star rating system, and the insurance industry-backed Insurance Institute for Highway Safety, which rates vehicles from Poor to Good."
"To be certified for sale, every new model sold in the U.S. must be crash-tested internally to ensure minimum federal safety standards are met. But a publicly available rating isn’t required."
I don't expect to see NHTSA or IIHS crash-test ratings for Kandi vehicles anytime soon due to low sales volume. However, Kandi can do crash-testing internally to ensure minimum federal safety standards are met. I think Kandi has enough capital to crash-test the K32 or a later version of it, and then it might be able to sell an electric pickup truck allowed on highways.
Is the K32 UTV street legal?
On 2021-10-19, I wrote

Kandi K32 electric UTV
The K32 is described as a UTV, but we can see that it is basically an electric pickup truck. It looks good compared to the competition at its current price point of $34,499:
https://www.forbes.com/wheels/news/electric-pickups-on-the-horizon-ford-f-150-lightning/
It should be easier for Kandi to pass U.S. crash testing requirements with this larger vehicle or the next iteration of it than with its smaller K23 and K27 vehicles.
I hope we can see a street legal electric pickup truck from Kandi sometime within the next 2 years."
---------------------------------
implying that the K32 is not street legal.
What makes a car street legal?
According to https://www.compare.com/ways-to-save/vehicle/street-legal-race-cars
- Seat belts
- A regular, round steering wheel (not a butterfly-style steering wheel)
- A functioning horn
- A hood (and the height of the air intakes may be regulated)
- Bumpers
- License plates
- A muffler
- Functioning brakes and an emergency brake
- All required lights (headlights, brake lights, taillights) and reflectors
- A certain amount of ground clearance — not too little (like lowriders) or too much (like monster trucks)
Here is what Texas Department of Motor Vehicles says about UTVs:
A Utility Vehicle (UTV) is a motor vehicle that:
- Has side by side seating for the operator and passenger
- Has four or more tires
- Is designed for off-highway use
- Is designed by the manufacturer for utility work and not for recreational purposes.
https://www.txdmv.gov/motorists/buying-or-selling-a-vehicle/unique-vehicles
When I wrote "street legal" on 2021-10-19, that was a poor choice of words. I should have written "I hope we can see an electric pickup truck allowed on highways from Kandi sometime within the next 2 years" or something like that.
More information from the Texas Department of Motor Vehicles website:
An off-highway vehicle operated on public off-highway vehicle land must have:
- A brake system
- A muffler system
- U.S. Forest Service qualified spark arrester
- A head light and tail light
- An Off-Highway Vehicle decal issued by the Texas Parks and Wildlife Department.
ATVs, ROVs, UTVs and Sand Rails with an Off-Highway Vehicle license plate may be operated on roads in the following situations:
- In a master planned community with a uniform set of restrictive covenants and a county or municipality-approved plat
- On a road with a posted speed limit of not more than 35 mph, during the daytime and not more than two miles from the location where it is usually parked for transportation to and from a golf course
- To cross intersections, including a road or street that has a posted speed limit of more than 35 mph.
Additionally, cities and certain counties may authorize operation of ATVs, ROVs, UTVs, and Sand Rails on roads within the boundaries of the city or within unincorporated areas of certain counties. The ATV, ROV, UTV and Sand Rail must display an Off-Highway Vehicle license plate when operated on roads authorized by the city or county. Operation may be authorized only on roads with a speed limit of 35 mph or less. If operated on the roads at a speed of 25 mph or less, an ATV, ROV, UTV and Sand Rail is required to display a slow-moving vehicle emblem.
ATVs, ROVs, UTVs and Sand Rails may be operated on roads without the issuance of a license plate if the vehicle is:
- Owned by a state, county, or municipality and operated on a public beach or highway to maintain public safety and welfare
- Operated by a farmer or a rancher during the daytime and traveling no more than 25 miles from the point of origin to the destination and used in connection with the production, cultivation, harvesting, etc., of agricultural products*
- Operated by a public utility worker during the daytime for utility work and traveling no more than 25 miles from the point of origin to the destination*
- Operated by a law enforcement officer, or other person who provides firefighting, ambulance, medical, or other emergency services, and traveling no more than 10 miles from the point of origin to the destination*.
* ATVs, ROVs, UTVs and Sand Rails operated on a road without an Off-Highway Vehicle license plate require a triangular orange flag (slow moving emblem) mounted to the back of the vehicle at least six feet above ground level and the vehicle’s headlights and taillights to be illuminated.
Reply to Chuck Young 2021-10-22
On 2021-10-22, Chuck Young posted the following on the KNDI Yahoo Finance message board:
-------------------------------------
@smart_investor67 HELLO! The K23 and K27 and the K32 are not street legal. They will not be licensed to drive on regular roads. So delivery people will not be able to drive on regular roads, hence they won't be buying the cars. Also, none of them qualify for the EV credits because they are considered Neighborhood Electric Vehicles, the same as golf carts. They are all off-road.
Then who's going to be paying over $15,000 for a K27 and over $22,000 for a K23 that can't go more than 25 mph and is not street legal? Then who's going to pay over $27,000 for the K32 that goes 60 miles range and then $34,500 for 160 miles ranges?
How do you have "smart" in your name?
-------------------------------------
I tried to post a reply on the Yahoo Finance message board, but my post was automatically removed even after I stripped out the links, so I'm posting here (and adding the links back in):
There are regular roads where the speed limit is 35 mph or less and NEVs are permitted to drive on them.
Read the Wikipedia article on Low-speed vehicles.
"Nearly all 50 states allow LSVs, also called NEVs, to drive on their roads where the speed limit is 35 mph or less.[23][24] Either they follow FMVSS500 (25 mph top speed on 35 mph limit roads), or make their own more aggressive law. Because of federal law, car dealers cannot legally sell the vehicles to go faster than 25 mph (40 km/h),[25] but the buyer can easily modify the car to go 35 mph (56 km/h). However, if modified to exceed 25 mph (40 km/h), the vehicle then becomes subject to additional safety requirements.[23]"
https://en.wikipedia.org/wiki/Low-speed_vehicle

(or search for ci.brillion.wi.us NEVs EV credits)
That said, I don't think Kandi has much of a future in selling NEVs. They could, theoretically, be used for delivery or ride-sharing services in certain areas, but, really, Kandi needs to work on passing the safety requirements for higher-speed vehicles.
Kandi NEVs
I think the K23 and K27 NEVs are too limited to find a market with consumers. Presumably, they are just a stepping stone on the way to vehicles that pass crash testing requirements and are allowed to be driven at higher speeds. However, I think the low-speed speed vehicles could be well-suited for some kind of short-range delivery or ride-sharing service.
Standard range K32 $27,699
I think Kandi might have a viable product with the standard range K32 at $27,699 and the long range K32 at $34,499. Viable or not, hopefully Kandi succeeds in getting the K32 or the next iteration to pass U.S. crash testing standards so it can be marketed as an electric pickup truck instead of a UTV.
Kandi K32 electric UTV
The K32 is described as a UTV, but we can see that it is basically an electric pickup truck. It looks good compared to the competition at its current price point of $34,499:

I hope we can see a street legal electric pickup truck from Kandi sometime within the next 2 years.
