On 2021-10-22, Chuck Young posted the following on the KNDI Yahoo Finance message board:

@smart_investor67 HELLO! The K23 and K27 and the K32 are not street legal. They will not be licensed to drive on regular roads. So delivery people will not be able to drive on regular roads, hence they won't be buying the cars. Also, none of them qualify for the EV credits because they are considered Neighborhood Electric Vehicles, the same as golf carts. They are all off-road.

Then who's going to be paying over $15,000 for a K27 and over $22,000 for a K23 that can't go more than 25 mph and is not street legal? Then who's going to pay over $27,000 for the K32 that goes 60 miles range and then $34,500 for 160 miles ranges?

How do you have "smart" in your name?

I tried to post a reply on the Yahoo Finance message board, but my post was automatically removed even after I stripped out the links, so I'm posting here (and adding the links back in):

There are regular roads where the speed limit is 35 mph or less and NEVs are permitted to drive on them.

Read the Wikipedia article on Low-speed vehicles.

"Nearly all 50 states allow LSVs, also called NEVs, to drive on their roads where the speed limit is 35 mph or less.[23][24] Either they follow FMVSS500 (25 mph top speed on 35 mph limit roads), or make their own more aggressive law. Because of federal law, car dealers cannot legally sell the vehicles to go faster than 25 mph (40 km/h),[25] but the buyer can easily modify the car to go 35 mph (56 km/h). However, if modified to exceed 25 mph (40 km/h), the vehicle then becomes subject to additional safety requirements.[23]"

Regarding tax credits for NEVs, see

(or search for ci.brillion.wi.us NEVs EV credits)

That said, I don't think Kandi has much of a future in selling NEVs. They could, theoretically, be used for delivery or ride-sharing services in certain areas, but, really, Kandi needs to work on passing the safety requirements for higher-speed vehicles.
