I think the K23 and K27 NEVs are too limited to find a market with consumers. Presumably, they are just a stepping stone on the way to vehicles that pass crash testing requirements and are allowed to be driven at higher speeds. However, I think the low-speed speed vehicles could be well-suited for some kind of short-range delivery or ride-sharing service.
