"The fight over federal regulation of CBD just got more interesting":
Sept. 27, 2022

Nick Florko here with two new interesting developments on the FDA’s sloooooow efforts to regulate CBD foods and dietary supplements.

First, the FDA has hired a bonafide cannabis expert, Norman Birenbaum, to focus on “advancing [FDA’s] efforts related to research and regulation of cannabis,” according to an agency announcement shared with the media. Birenbaum previously led cannabis policy for both New York state and Rhode Island – in fact he’s apparently such a cannabis nerd he even founded the Cannabis Regulators Association, according to the FDA note.

Second, Paige Figi, who gained national fame in 2013 after treating her young daughter’s seizure disorder with CBD, is restarting the Coalition for Access Now, per a new registration.

Figi founded the coalition in 2015 to advocate for allowing children living in states other than Colorado to access CBD for serious illnesses. CBD is now available nationwide largely thanks to the group’s advocacy: A version of its signature bill was included in the 2018 Farm Bill that made it legal to grow cannabis, so long as the crops were not high in THC, the compound in marijuana that makes you high.

Now Figi’s coalition is reorganizing to support a bipartisan bill that would legalize CBD supplements. Figi’s involvement is catching our eye not just because of her national notoriety in the cannabis world – her daughter was even featured on the cover of High Times – but because of her unique perspective on the FDA’s often confusing CBD rules: Figi treated her daughter in 2013 with a CBD supplement, but the FDA’s 2018 decision to approve a CBD-based pharmaceutical drug to treat the exact condition Figi’s daughter suffered from – ironically enough – made it illegal to sell CBD as a dietary supplement. The bill Figi is now supporting would essentially override that rule.

I’ll say this, the FDA doesn’t bend much. Yes, I read the various news releases on CBD, the flow of news is going in the positive/right direction.
Any type of expansion is good news, 3rd quarter or not it’s still coming. Not sitting on their hands is go to see.

Southern Glazer's is not just a billion dollar company...they did $21 Billion in revenue in 2021. Additionally, CW has had around 23,000+ retailers for a while, but this new deal could add quite a bit more. I don't think many people had counted on liquor stores as potential outlets for hemp/CBD products, but this new distribution deal opens up something like ~45,000 new potential retailers in just the U.S.

Congressman Morgan Griffith (R-VA) and Congressman Brett Guthrie (R-KY) today sent two letters to Food and Drug Administration (FDA) Commissioner Dr. Robert Califf posing questions about numerous FDA regulatory lapses and calling for answers.

“The FDA has wide authority over products Americans consume, but severe lapses have shaken confidence in its ability to properly regulate them,” said Griffith. “In areas from baby formula to CBD products to tobacco, the FDA has been sluggish in solving problems, it has been unresponsive to Congress, and it has been deficient in the execution of responsibilities given to it by law. Congressman Guthrie and I want to know how and why the agency has fallen short and what it is doing to improve.”

“FDA’s job of regulating everyday products that Americans consume is too important to allow delayed responses and failures in executing its duties laid out in statute to continue. It is clear given recent controversies surrounding the agency that this has become the status quo, and that’s why Congressman Griffith and I are working to get to the root problems at FDA. We ultimately want to ensure this federal agency takes more decisive action when issues are reported and meets its responsibility of making sure products are safe for consumption,” said Guthrie.

One of the letters focuses on FDA’s Center for Food Safety and Applied Nutrition (CFSAN) and its failures to ensure a safe and adequate infant formula supply. That letter can be viewed here.

SACRAMENTO – Governor Gavin Newsom today announced that he has signed several measures to strengthen California’s cannabis laws, expand the legal cannabis market and redress the harms of cannabis prohibition.

Though the state has made significant progress since the legalization of cannabis, local opposition, rigid bureaucracy and federal prohibition continue to pose challenges to the industry and consumers. The Governor is calling on legislators and other policymakers to redouble efforts to address and eliminate these barriers.

“For too many Californians, the promise of cannabis legalization remains out of reach,” said Governor Newsom. “These measures build on the important strides our state has made toward this goal, but much work remains to build an equitable, safe and sustainable legal cannabis industry. I look forward to partnering with the Legislature and policymakers to fully realize cannabis legalization in communities across California.”

The Governor signed SB 1326 by Senator Anna Caballero (D-Merced), which creates a process for California to enter into agreements with other states to allow cannabis transactions with entities outside California. SB 1186 by Senator Scott Wiener (D-San Francisco) preempts local bans on medicinal cannabis delivery, expanding patients’ access to legal, regulated cannabis products.

The Governor also signed two bills to further unwind California’s failed history of cannabis prohibition. AB 1706 by Assemblymember Mia Bonta (D-Oakland) ensures that Californians with old cannabis-related convictions will finally have those convictions sealed. And AB 2188 by Assemblymember Bill Quirk (D-Hayward) protects Californians from employment discrimination based on their use of cannabis off-the-clock and away from the workplace.

These bills build on the Administration’s efforts to strengthen California’s cannabis legalization framework. As part of this year’s state budget, the Governor signed legislation to provide tax relief to consumers and the cannabis industry; support equity businesses; strengthen enforcement tools against illegal cannabis operators; bolster worker protections; expand access to legal retail; and protect youth, environmental and public safety programs funded by cannabis tax revenue.

To expedite policy reforms that prioritize and protect California consumers’ health and safety, the Governor has directed the California Department of Public Health to convene subject matter experts to survey current scientific research and policy mechanisms to address the growing emergence of high-potency cannabis and hemp products. The Governor has also directed the Department of Cannabis Control to further the scientific understanding of potency and its related health impacts by prioritizing the funding of research related to cannabis potency through its existing public university grants.

Background: Cannabidiol (CBD) is a non-psychoactive phytocannabinoid constituent of Cannabis sativa with pain-relieving and
anti-inflammatory properties. With the emphasis on natural ingredients in cosmetics, CBD has become a new cosmetic ingredient due
to its ability to alleviate inflammation. However, in-depth studies that directly compare the effective mechanism and the therapeutic
potential of CBD are still needed.

Purpose: The aim of the present study was to investigate the anti-inflammatory effect of CBD in lipopolysaccharide (LPS)-stimulated
RAW264.7 macrophages and compare it to dexamethasone (DEX).

Methods: RAW264.7 macrophages in the logarithmic growth phase were incubated in the presence or absence of LPS. After that, the
production of nitric oxide (NO), interleukin-6 (IL-6), and tumor necrosis factor-a (TNF-a) were measured. A luciferase reporter assay
for nuclear factor kappa B (NF-?B) was performed, and the phosphorylation levels of the mitogen-activated protein kinase (MAPK)
and NF-?B signaling pathways were measured.

Results: The present study indicated that CBD had a similar anti-inflammatory effect to DEX by attenuating the LPS-induced
production of NO, IL-6, and TNF-a. However, only CBD attenuated JNK phosphorylation levels, and only DEX attenuated IKK
phosphorylation levels.

Conclusion: These results suggested that CBD and DEX exhibit similar anti-inflammatory effects on LPS-induced RAW264.7
macrophages mainly through suppressing the MAPK and NF-?B signaling pathways, but with different intracellular mechanisms.
These findings suggested that CBD may be considered a natural anti-inflammatory agent for protecting skin from immune disorders.

A federally funded study published in Scientific Reports suggests that hemp has similar effects on humans and cows.

A US Department of Agriculture-funded study of hemp-based cattle feed, which has been underway since 2020 has begun to deliver intriguing results. Cows can completely digest all parts of the hemp plant, including stems, stalks, and other “waste” parts not used for other purposes.

Giving industrial hemp to cows appears to help them feel less stressed and may even be good for their overall health. The effects of the plant, in other words, may be similar in both humans and cattle. Case in point.

Furthermore, this is a very efficient use of parts of the hemp plant that are not normally used – creating a highly efficient end-use product.

This study examined 16 Holstein steers, split into two groups. One group was fed nothing more than their normal feed for a period of two weeks.

The other group consumed their feed, mixed with hemp that gave each cow a daily dose of 5.5 mg of cannabidiolic acid per kilo of body weight. Blood samples were taken from all cows to understand how hemp affected each study participant.

The cows that ate CBD began to show lower cortisol and prostaglandin levels in their blood. Both of these chemicals are common markers of stress. They also spent more time lying down than the control group.

Cows who suffer elevated levels of stress, either from early weaning or cramped quarters, are more prone to developing respiratory infections or other diseases.

Despite these encouraging results, American farmers are still not allowed, by mandate of the USDA, to feed hemp to any livestock bound for human consumption.

The reason is that the US government is still concerned that minute amounts of THC might linger in meat or milk from cows who have consumed the hemp plant. This latest study shows that these concerns are not valid.

Animals and Hemp
While still in its early stages, feeding animals hemp and hemp products is clearly a growth industry. Multiple studies have been conducted on dogs, with good effect. Beyond domestic animals, however, farm animals also are positively affected. A recent Thai study has found that chickens who are fed hemp-based food also need fewer antibiotics to stay healthy.

As more conclusive studies are conducted, it is becoming apparent that cannabis is not just a wonder plant for people, but for all kinds of animals as well.

Good morning, Darth. You have 3 posts in there concerning short positions and CVSI along with CW. Let’s hit the highlights of the 3. CV has .8 days to cover on short interest by volume. CW has 12.3- days to cover by volume. However, because of the total volume is represented by only 1.5 and 2.8, there isn’t enough there, there, to really get to concerned with. CW been running 2.8 to 3.1 range all summer. CV been running 1.5 since March. There could be several reasons why the short interest has been that tight. One example of several could be a hedge just sitting on a position.

So in regards to short interest and IMO, there is no issue with either in regards to interest over volume.

This would be a good time to mention short interest vs short volume.

Short volume is a whole different ball game. I’ll use CV as an example since were on this board. Last Thursday, I think it was, there were a little over 10 million shares traded on CV. Slightly under 4 million were short. So, I don’t confuse, short volume is a daily, short interest is what is recorded on the bi weekly you posted.

Really two different worlds, also volume brings in computer trading, MM’s play etc. Think quick in and out with volume. Think holding a position with interest.

The 2nd post and 3rd, is about a short squeeze potential, positioning and what to look for. You would have to blend in charting, timing, with that short interest to really see the potential, if your thoughts are CW is in a much better position for a squeeze, yes, but I don’t think there is enough interest or percent, to trigger one. Or not very much of one anyway. IMO.

Cannabidiol as a treatment for arthritis and joint pain: an exploratory cross-sectional study":

Abstract
Introduction
An estimated 54 million Americans currently suffer from debilitating arthritis. Patients who have exhausted conservative measures can be subject to chronic pain and resort to symptomatic management with anti-inflammatories, acetaminophen, and opioids. Cannabidiol (CBD) is a non-psychoactive cannabinoid that has shown promise in preclinical studies to reduce inflammation and pain associated with arthritis. The purpose of this study was to explore patient perceived effects of cannabidiol on symptoms of arthritis.

Methods
A novel anonymous questionnaire was created to evaluate perceived efficacy of cannabidiol for the treatment of arthritis. A self-selected convenience sample (N=428) was recruited through online methods including social media accounts and newsletters (The Arthritis Foundation and Savvy Cooperative) between May 5, 2020, and November 5, 2020. Statistical analysis was performed to determine differences between types of arthritis and improvements in quality-of-life symptoms. Furthermore, a regression analysis was performed to identify variables associated with decreasing or discontinuing other medications.

Results
CBD use was associated with improvements in pain (83%), physical function (66%), and sleep quality (66%). Subgroup analysis by diagnosis type (osteoarthritis, rheumatoid, or other autoimmune arthritis) found improvements among groups for physical function (P=0.013), favoring the osteoarthritis group. The overall cohort reported a 44% reduction in pain after CBD use (P<0.001). The osteoarthritis group had a greater percentage reduction (P=0.020) and point reduction (P<0.001) in pain compared to rheumatoid arthritis and other autoimmune arthritis. The majority of respondents reported a reduction or cessation of other medications after CBD use (N=259, 60.5%): reductions in anti-inflammatories (N=129, 31.1%), acetaminophen (N=78, 18.2%), opioids (N=36, 8.6%) and discontinuation of anti-inflammatories (N=76, 17.8%), acetaminophen (N=76, 17.8%), and opioids (N=81, 18.9%).

Conclusion
Clinicians and patients should be aware of the various alternative therapeutic options available to treat their symptoms of arthritis, especially in light of the increased accessibility to cannabidiol products. The present study found associations between CBD use and improvements in patient’s arthritis symptoms and reductions in other medications. Future research should focus on exploring the benefits of CBD use in this patient population with clinical trials.

Abstract
Introduction: Lung cancer is the number-one cause of death due to neoplasms worldwide. The 5-year overall survival rate is only 22%. In advanced stages, the therapeutic options are limited to chemotherapy, radiotherapy, molecularly targeted therapy and immunotherapy. Phytocannabinoids, the components of Cannabis sativa, their synthetic derivatives and endogenous cannabinoids have demonstrated anticancer activity in various common cancers - breast, prostate, colorectal and lung cancers, among others. The aim of this review was to assess the potential value of cannabinoids in the treatment of lung cancer.

State of knowledge: The majority of preclinical studies demonstrates that cannabinoids inhibit lung cancer cell viability both in vitro and in vivo. The main mechanism of anticancer activity is the induction of apoptosis, triggered by activation of CB1, CB2 and TRPV1 receptors or independently via other pathways. Cannabinoids influence the components of the tumour microenvironment - cancer associated fibroblasts, macrophages and lymphokine-activated-killer cells. Cannabinoids alter leukocyte infiltration into anti-cancer proportions, inhibit expression of EGFR and PAI-1 and increase the expression of TIMP-1. As a result they induce cytotoxicity, decrease proliferation, migration and invasive potential of lung cancer cells, suppress angiogenesis and metastasis forming. Patients with advanced lung cancer may also benefit from analgesic, antiemetic and appetite improving properties of cannabinoids.

Summary: Cannabinoids can be a supplementary agent in systemic anticancer therapeutic regimen in the future. The exact mechanisms of action, specific doses in anticancer treatment, routes of administration and interactions with other anticancer drugs has yet to be determined. Thus the clinical studies on cannabinoids in lung cancer should be performed in the future.

Even after the big write down to end 2021, CWBHF's book value alone is still 80 cents(was 1.90). In the bigger picture, why is almost the entirety of the hemp and cannabis sector trading below their book values? Why do all their valuations currently have to have such low multiples? I remember not long ago when it was "normal" for all hemp/cannabis stocks to trade around 6-7x revs.

Being that there is no dilution here at all, the only trading going on here is by retail and some institutions. However many institutional holders sold off when this started to drop under a dollar. So, there aren't currently as many as there were, and the ones left have smaller holdings than before. The upside to that is whenever regulatory changes do happen, I expect the institutional holders will buy back in heavily and give the ticker more volume.
