RoT, I was only saying that I think MS has been reluctant to release their fTPM APIs because they want to see the formation of demand before pushing their MNO partners. That's just speculation on my part. I don't know of any agreement.
Some small pilots may have already started with DoD, but I think they're mostly planned for next year.
