I know they have tracked down scammers in the past, so im sure they have ways of doing whatever they want in the course of an investigation. The only problem with what you said is that sometimes I think those bids may be real, I think one of the scammers tactics is to try to trap large people or mm's short, so they lure them in with a big multi million share bid on a stock anybody with a brain knows is worthless and when someone falls for the trap, they commence whatever it is they do to run up the price and sqeeze whoever they caught short.

what is wrong with a 3M bid??? YOu see it in the big boards all the time. a 10k bid of AAPL as they are selling out on the offer. Black boxes HFT machines do bid spoofing all the time, cancelling 10,000 times a day
