The court order itself is a public document and is not copyrighted. You could get the orders from the ct all day and publish them.
When the court order is formatted and published in a compilation book, the republication OF THAT is a no-no.
BTW - this is more complex than the above, but that's the gist.
Court reporter transcripts are a different story, and we can address if you want/need to.
