I don't think it sends a negative signal to DoD at all. DoD would have fully checked out this company before signing a contract with them, including their precarious financial condition and lack of resources and personnel. There are likely contingencies for this in the contract, and it's likely the reason for the initial order being so small, and not for more units.

The company has a product DoD wants. Knowing the company's condition going into this deal, I'm confident it changes nothing. I expect this contract will be completed and will DoD will follow with additional BiB contracts. My only concern is whether or not the company can find funding under reasonable terms to continue until the follow-on contract, and to be able fund the successful build and delivery requirements of the larger contract.

It sure would be nice if DoD pulled some strings and got some of that research money that has typically gone to the big military contractors directed toward WSGI in order to help them over this hump. Look at the hundreds of millions wasted on those programs. It wouldn't take much to make a huge difference in this company going forward, and it would instantly get them out of the clutches of vultures like LJC Investors. Or some kind of long-term financing with the state of Florida, given that several companies involved in this DoD contract are based in Florida. Any such funding would likely be at much better terms than that provided by LJC.
