What startup company pays out that kind of money every year, with nothing to show for it? They don't last long, unless you have the ability to keep pulling investors in. Gold fever, pulls a new crop in every year!

Copper smelter slag was used as railroad ballast across much of central and southern Arizona. Cheap, ready supply, and very durable material. And all the value removed (including gold).

Not the same for steel foundry slag - it has a lot of bad stuff (arsenic, lead, PCBs) in it, and I have seen where it was given away as free gravel. Where it was used ended up with big environmental problems.
