Are you saying that Barrick has said JL has clean title? If so, where did you hear that? This is news to me.

JL did and delivered the clean title to MSX lawyer
JL has not delivered clean title to anyone. He can't because he doesn't have it. If he had clean title it would say so on the Sernageomin website. If official Chilean registry says he does not have it (yet), how can you say he does?
