You are correct, Folger refused to pay for promo. The 59 mil shares added to the float are for ACYD to use for who knows what. The promo was actually $60k if it had been done.

Investor News Source bailed on ACYD because Folger wouldn't agree to pay them the $60k. I guess he thought they should do it for free?
