(1) there are long waiting lists for section 8 vouchers; sometimes years; and HUD has to inspect and approve any unit a tenant is moving into with a section 8 voucher. A homeless veteran can get a VASH voucher pretty easily; but the experienced nonprofits in the Tampa Bay Area have cornered the market on that.

(2) You cannot obtain a property with project based rental assistance without HUD approval. They only approve groups with experience owning and managing project based rental assistance. Again, the experienced nonprofits have that tied up.

There is a lot of competition for limited resources in Tampa Bay. The experienced nonprofits with the connections have a lock on all the resources. It will be hard for them to break into this market (as they discovered with the Carcary fiasco).
