The company is using the NI 43-101 on its website to convince naive investors to buy shares, not me. I'm the guy pointing out what a sham it is. It seems like you understand this to be illegal. So we can agree on this point, the company is illegally using an NI 43-101 on its website.

How can SRGE be using a NI 43-101 report paid for by Banera?

Did SRGE purchase anything from Bandera? If not they are are illegally use a document paid for and generated for Bandera.
