Good question. Normally, in order to be in violation of Rule 15c2-11, a stock must have NO MMs for four consecutive trading days. Then it goes to the Greys.

But that doesn't seem to be the case with most of these.

I randomly tried 3 on TDAmeritrade and get a bid ask on them.
