From my perspective, it's a matter of practicality. A moderator can control repetitive spam on a single board if it it excessively disruptive to the dialog on that board and can escalate to Matt if necessary. One of the most common complaints about spammers is that they often hit the most popular boards, and users who BoardMark those same boards are alerted to new posts, only to find they are all the same post spammed to multiple boards. The multiple-board spammers are more easily dealt with by admins, while disruptive posters in individual boards are more practically dealt with by the moderators.

In any event, it is not an exact science since there are any number of subjective factors to be considered. As is the case with most similar issues, any expectation for total uniformity in dealing with them is a case of mismanaged expectations.

99% of the time the 40 posts on the one board are posts about upticks, volume, changes, something. The posts are always different in some way. About the same stock, yes, but not spam because the content is different.

Now, when someone posts the *exact* same message to 5+ boards, that's spam.

I rarely enforce any kind of 'pumping' or 'bashing' rules unless it's just out of control. It's the nature of these sites. I do, however, enforce spam rules, which are completely unrelated to pumping/bashing, IMO.
