Calling companies about unusual volume and volatility is part of what FINRA does. They even do it to exchange-listed companies. We don't know how often, because probably many of the companies don't announce it publicly.

But it seems to me that in this case, FINRA specifically asked about the promotion, which means they know something about the promotion, and aren't happy with what they've learned so far.
