In the case of Dell implementing STM TPMs, I presume STM ships the TPM to Dell's motherboard vendor for installation. Dell's TPM vendor then delivers the motherboard to Dell. As for Wave's software being bundled with the STM, I believe STM supplies the software to the implementing PC OEM, in our example Dell. That software consists STM's TCG Software Stack (TSS) which they license from NTRU, and Wave's software (Embassy Security Center and Wave's CSP) which they license from Wave. Dell then pre-installs the STM software package on the PC. So, I believe Wave has provided STM with a master copy, and STM then provides Dell with their own master copy that includes Wave.

The above may not be the precise sequence, but my point is that with the Intel bundling it's completely different. First off, The Intel bundling is a complete ETS suite, while the STM bundling is only a intialization/TPM setting management utility. Now, With Intel, yes, Wave provides a master copy to Intel. Intel then duplicates CDs from the master that are shipped with the motherboard, for sale in retail outlets or to white box PC makers.

To summarize, with STM, no Wave CD is shipped with the motherboard, but with Intel a Wave CD is shipped with the motherboard.

With STM, Wave's numbers come from TPMs shipped by STM, and with Intel, Wave's numbers come from motherboards shipped by Intel.
