Berstein you keep bringing up Lockheed...I believe we are mostly concerned with foreign companys perception of a penny stock vs. a NASDAQ/AMEX/NYSE company. Remember the person signing the order may not be the same as the person assessing the product. At any rate as with most of the negative r/s it seems as though the decision was made regardless of the reasons.
