Ans: CBAI's shares aren't frozen. Only issuing them electronically is halted. We still issue paper certs. In the last year, hundreds of small companies got a chill, CBAI was caught up in that. DTC doesn't like penny stocks, plain and simple. I mentioned... in my video about the regulatory costs and hurdles. This was one specifically that I am referencing as a reason for RS.
