as i understand it, contaminating the ocean surrounding the plants was and is the least of their worries. if the core stays exposed for too long it can start burning and fall through the containment building, and just keep dropping. that scenario would be a far more catastrophic and uncontrolled release of radiation than anything a minor breach might do to the nearby ocean imo.

I wondered what they thought would happen when the contaminated seawater flows back into the oceans. How could all the auxiliary cooling systems fail at once. They were diesel powered weren't they?

Yeah but they put the backup generators in the basement.
Once the tsunami hit they were the first to fill up with seawater.
If they would have placed the genset in a nice elevated position say fifty feet above ground level they would have had plenty of time to restart all cooling systems well before any problems arose.
It wasn't the earthquake or tidal wave that got them, it was poor planning to expect the unexpected that started their nightmare.
Oh'yeah and building the plant on a fault line didn't help either.
