as i understand it, contaminating the ocean surrounding the plants was and is the least of their worries. if the core stays exposed for too long it can start burning and fall through the containment building, and just keep dropping. that scenario would be a far more catastrophic and uncontrolled release of radiation than anything a minor breach might do to the nearby ocean imo.
