It is pretty simple to see that permanent sequestration of carbon is the only use worth paying the tax dollar for. Using the carbon twice is good as an excuse to avoid drilling through two miles of rock if is cheaper than drilling through two miles of rock to get to the currently sequestered carbon. You might get politics to make up the difference if the numbers are close, but you're not going to get any serious credit until the carbon is permanently sequestered, which brings us to the solid waste issue.

No, it isn't currently a problem of solid waste....

No significant amounts of algae are being processed into fuel so there is no significant amout of solid waste. If algae expects to become large scale, the scale of the waste will increase, and then the uses of the tailings will need to be found. Better to plan early and define clearly how the carbon would be sequestered.
