Any company anywhere could recieve $850,000 from these programs. Consider the DoD, DARPA, DoE, Department of the Interior, the National Lottery, and a money tree; 3DIcon is able to raise $20 billion.
Seriously though, for a NASA grant, Phase I funding is $50,000. Read it: http://sbir.gsfc.nasa.gov/SBIR/SBIR.html. Phase II funding is $150,000. And Phase III (commercial implementation) is $500,000+ with NASA owning royalty-free use of the item.
It is also 6-9 months away before they can apply for it (either NSF or NASA). I don't know why 3DIcon is saying they're planning to apply 6-9 months in advance.
Is this the first time you've ready about SBIR funding opportunities? 3DIcon like every other company applying, is going to have to apply for the Phase I $150,000 grant. 6-9 months later they can apply for the Phase II grant. It is TOUGH competition. Companies on the NASDAQ trading at $5+ are going to be competing. It doesn't matter how closely related the technologies are to the mission of the NSF, its going to go through rigorous academic review.
