They don't have 2.5B shares left to sell

Don't know where you came up with the 2.5B share figure, Maestro, but it's probably wrong.

In the 3Q 10-Q (page 4), they listed the number of outstanding shares at 6.47B:

The S8 filed on Nov 23 registers 2.83M shares for use as stock incentives to directors, officers and consultants (for consultants, it's stock in lieu of cash):

That's 9.3B shares, leaving only 700M remaining of the authorized 10B shares.

So yeah, it probably is impossible for them to sell 2.5B shares in a private placement.

At least without a vote of the shareholders to increase the number of authorized shares.
