Whatever. JBII became the first in history out of decades of others trying and failing to be able to run a P2O processor in the state of NY with New York State's blessing. It's awesome. Others have stated that NY is one of the hardest places to do business for things like this so it's a massive accomplishment.
It's an educated guess, you have no proof, neither do I, either conclusion is valid. You are also speculating about the long term plan. Seems that having head offices, a recycling plant, and a processing plant within a minute of each other (at the most), indicates a degree of long term planning. Remember, P2O was first data mined in the spring of 2009, there is no reference about it before then, but you are welcome to try finding it yourself. Full commercial production this fast is staggering. Find another company that has moved this fast.
